Moved by Krizek, seconded by Mollenhoff that the Agenda, as amended, to add Item No. 5 under
New Business entitled, "Request of Assistant Director of Aviation to purchase paint for runway
painting",be approved. Ayes: Three. Motion carried.
Moved by Krizek, seconded by Mollenhoff that the Minutes of May 4, 1998, as proposed, be
approved. Ayes: Three. Motion carried.
The request of the Fire Chief to purchase the following fire fighter safety gear was reviewed:
Quantity Item Cost
12 Nomex Hoods $ 208.20
24 pair NFPA Gloves $ 624.00
9 Sets Coat and pants for fire fighting $7,006.59
The total cost for the fire fighter safety gear is$7,838.79.
Moved by Krizek, seconded by Mollenhoff that the Fire Chief be authorized to purchase said fire
fighter safety gear at a total cost of$7,838.79. Ayes: Three. Motion carried.
The request of the Superintendent of Sanitation & Recycling to purchase garbage cans for the fifth
automatic garbage route was reviewed. The total cost for 5,046 garbage carts is $189,008 which will
be used to complete the fifth automatic route. Funds are available in the FY99 Budget to purchase the
cans. This purchase will allow the Sanitation Department to retain about 150 of the 32 and 95 gallon
cans and 200 of the 68 gallon size on hand for growth and exchanges. Moved by Krizek, seconded by
Mollenhoff that said request be approved. Ayes: Three. Motion carried.
The request of the City Engineer to purchase pavement management software and a new laptop to
collect data for the pavement management system and a scanner for the Engineering and Planning and
Zoning Departments was reviewed. The price for the pavement management software is $4,760.00 ,
the cost for the new laptop is $3,600.00 and the cost for the scanner is $1,148.00. The Engineering
Department currently uses a pavement management system that is not windows based. The new
pavement management software will be compatible with the County GIS system. The new laptop will
replace a laptop that is currently being used by the Engineering Department, which will not run
windows or the new pavement management software. The new scanner will be used to scan the
documents from IX projects. There are approximately 70 boxes of IX information that need to be
scanned. Once the documents are scanned they will be written to compact disc. The pavement
management software and laptop will be funded through G.O. Bond money for the Engineering
Department for Year Two of the Computer Plan, and the scanner will be funded through the
Engineering Department and Planing and Zoning departmental budgets. The Computer Technical
Review Committee reviewed and approved this request at a meeting on May 6, 1998. Moved by
Krizek, seconded by Mollenhoff that said request be approved. Ayes: Three. Motion carried.
The request of the Administrative Director to award replacement of four stationary windows with
ventilating units for the offices of Community Development to Allen Glass Co. in the amount of
$2,812.00 was reviewed. It is necessary to replace the four windows to achieve air flow through all of
the exterior offices. Bids were requested from three vendors and only one bid was received. Allen
Glass bid the four windows at a cost of$2,812.00. Moved by Mollenhoff, seconded by Krizek that
said request be approved. Ayes: Three. Motion carried.
The following bids received for paint for runway painting were reviewed.

Iowa Department of Transportation $5.12 per gallon
Diamond Vogel Paint $6.75 per gallon
During the annual certification inspection conducted by the Federal Aviation Administration in October
1997, it was noted that runway 12/30 needed to be repainted in order to be in compliance with FAA
regulations. Nine 55 gallon drums of water base traffic paint will be needed to repaint the runway.
The Sign & Traffic Department will assist the airport in repainting the runway. It was the
recommendation of the Assistant Director of Aviation that the low bid of Iowa Department of
Transportation of$5.12 per gallon be accepted at a total cost of$2,534.40. Moved by Mollenhoff,
seconded by Krizek that said recommendation be approved. Ayes: Three. Motion carried.
