approved. Ayes: Two. Absent: Krizek. Motion carried.
The following bids received for F.Y. 1998 Car Wash Project were reviewed:

Black Hawk Plumbing Co. $8,110.50
Ray Waschkat Plumbing Co. $3,833.40
This project will convert the AMSA building at the Waterloo Airport into a car wash facility for
the rental car companies.
It was the recommendation of the Associate Engineer that the low bid of Ray Waschkat Plumbing
Co. in the amount of$3,833.40 be accepted. Moved by Mollenhoff, seconded by Jordan that said
recommendation be approved. Ayes: Two. Absent: Krizek. Motion carried.
The proposal from US West Communications to move and lower a portion of the fiber optic line
buried on city-owned property located along the west side of Martin Road in conjunction with the
paving of Martin Road was reviewed. In preparation for the paving of Martin Road, south of
Ridgeway Avenue, it was discovered that US West Communications, Inc. has a buried fiber optic
line along the west side of Martin Road. The fiber optic line is buried in property that the city
acquired for the paving of Martin Road. In order to proceed with construction, part of the fiber
optic line must be moved and a portion of the line'must be lowered. Since the fiber optic line is
on property that was acquired for construction, the city will need to pay US West
Communications, Inc. to move and lower the fiber optic line. US West Communications, Inc. has
proposed to move and lower the fiber optic line at a cost of$2,481.00. Moved by Mollenhoff,
seconded by Jordan that the proposal from US West Communications, Inc. to move and lower
the fiber optic line buried on city-owned property located along the west side of Martin Road,
south of Ridgeway Avenue, at a cost of$2,481.00 be approved. Ayes: Two. Absent: Krizek.

Moved by Mollenhoff, seconded by Jordan that a garbage refund in the amount of$200.00 for
126 Leland Avenue, 310 E. 2nd Street and 302 Jefferson Street be approved. Ayes: Two.
Absent: Krizek. Motion carried.
Moved by Mollenhoff, seconded by Jordan that a garbage refund in the amount of $60.00 for
1222 Columbia Street be approved. Ayes: Two. Absent: Krizek. Motion carried.
A contract for geotechnical engineering services with Terracon in conjunction with No Name
Creek Sanitary Sewer Project was reviewed. The purpose of the geotechnical exploration is to
obtain subsurface data along the proposed 8400 linear foot sanitary sewer in the Northwest part
of the city. The information is needed to provide general recommendations regarding the
construction of the proposed sanitary sewer. The project will start at the Midland Lift Station and
terminate just southeast of the Waterloo Airport. The cost for the contract with Terracon is
$2,790.00. This project is part of the overall Northeast Interceptor Project and is being funded
with a federal grant from the Environmental Protection Agency (55% funding) and city Sewer
Funds (45% funding). Moved by Mollenhoff, seconded by Jordan that a contract for geotechnical
