Moved by Mollenhoff, seconded by Krizek that the Agenda, as
proposed, be approved. Ayes : Two. Absent : Jordan. Motion
carried.
Moved by Mollenhoff, seconded by Krizek that the Minutes of January
20, 1998, as proposed, be approved. Ayes : Two. Absent : Jordan.
Motion carried.
The request of the Police Chief for authorization to purchase a new
drug detection/patrol dog and approval of travel costs for
selection of the dog was reviewed. The Police Department currently
operates three drug detection/patrol dogs using private donations
for the purchase, care and feeding of the animals . Patrol Dog
Monzo, handled by Officer Steve Frost, is approaching ten years old
and is at the end of his useful life for police work due to various
health problems and needs to be retired. The following bids for a
replacement dog were reviewed:

It was the recommendation of the Police Chief that the bid of Vohne
Liche Kennels in the amount of $4, 000 . 00 be accepted. Their
guarantee includes a one year health and workability guarantee and
a two year skeletal system guarantee . The guarantee is replacement
with another dog if the dog selected does not work. Two officers
will be sent to the kennels for three days to select the new dog.
The estimated cost for the trip is $520 . 00, with travel expenses to
be paid using donated funds . When the new dog arrives, Monzo will
be officially retired and the Police Chief is requesting that Monzo
be donated to his handler, Officer Steve Frost . Moved by
Mollenhoff, seconded by Krizek that the request of the Police Chief
to purchase a new drug detection/patrol dog from Vohne Liche
Kennels at a quoted cost of $4, 000 . 00, travel costs in the amount
of $520 . 00, and that Monzo be donated to Officer Steve Frost be
approved. Ayes : Two. Absent : Jordan. Motion carried.
The request of the Police Chief for authorization to purchase
tracking transmitter, disguise pager and computer upgrades for the
Tri-County Drug Task Force was reviewed. The Police Department has
been awarded a Local Law Enforcement Block Grant in the amount of
$126, 567 . 00 from the U.S . Department of Justice. An amount of
$7, 943 . 00 of the Grant will be used to purchase the equipment for
the Tri-County Drug Task Force. Westinghouse Audio Intelligence
Devices, Inc . submitted the following quotes :
Model TX-797 Disguise Pager $1, 695 . 00
Model TX-606 Mini Beeper Tracking
Transmitter $1, 395 . 00
TOTAL $3, 090 .00
The request includes computer upgrades at a cost of $2, 920 . 98, for
a total cost of $7, 943 . 00 . Moved by Mollenhoff, seconded by Krizek
that the request of the Police Chief to purchase tracking
transmitter, disguise pager and computer upgrades at a cost of
$7, 943 . 00 for use by the Tri-County Drug Task Force using Local Law
Enforcement Block Grant funds be approved. Ayes : Two. Absent :
Jordan. Motion carried.

An amendment to the Police Chief ' s travel request for the trip to
Washington and Boston was reviewed. The original travel authorized
by the council was for the amount of $491 . 00 . Due to weather
conditions, the Police Chief used a rental vehicle to travel from
the FBI Academy in Virginia to Boston. The rental vehicle was left
at Logan airport and the Chief flew on the US Air Shuttle to
Chicago, where weather conditions canceled his flight to Waterloo,
necessitating another night in a motel . The total cost for the
travel was $1, 178 . 64 or an increase of $687 . 64 over the original
travel request . Moved by Mollenhoff, seconded by Krizek that the
amended travel request for an increased amount of $687 . 64 be
approved. Ayes : Two. Absent : Jordan. Motion carried.
Moved by Mollenhoff, seconded by Krizek that a garbage refund in
the amount of $30 . 00 for 1002 Washington Street be approved. Ayes :
Two. Absent : Jordan. Motion carried.
Moved by Mollenhoff, seconded by Krizek that the request of the
Superintendent of Water Pollution/Flood Control for pre-
authorization to purchase a replacement flame arrestor at a cost of
$1, 659 . 90 be approved. Ayes : Two. Absent : Jordan. Motion
carried.
Moved by Mollenhoff, seconded by Krizek that the request of the
Superintendent of Water Pollution Control for pre-authorization to
purchase 72 replacement tubes for Boiler #2 at a cost of $6, 671 . 00
be approved. Ayes : Two. Absent : Jordan. Motion carried.
Moved by Mollenhoff, seconded by Krizek that the request of the
Police Chief to transfer $4, 000 . 00 from Line Item 1512 (Forfeiture)
to Line Item 1526 (Mounted Police) be approved. Ayes : Two.
Absent : Jordan. Motion carried.
Moved by Mollenhoff, seconded by Krizek that the request of the
Superintendent of Central Garage to transfer $200 . 00 from Line Item
1571 (Replacement Parts-Machinery and Equipment) to Line Item 1390
(Other Contractual Services) be approved. Ayes : Two. Absent :
Jordan. Motion carried.

Fire Chief to transfer $283 . 00 from Line Item 3722 (Reimbursements)
to Line Item 1516 (Computer Apparatus & Accessories) ; $280 . 00 from
Line Item 3830 (Contributions) to Line Item 1353 (Printing Services
- Trading Card Project) ; $1, 079 . 00 from Line Item 1567 (Mayor' s
Youth Program Initiative) to Line Item 1114 (Time Half) be
approved. Ayes : Two. Absent : Jordan. Motion carried.
Moved by Mollenhoff, seconded by Krizek that the request of the
Library Office Manager to transfer $600 . 00 from Line Item 1376
(Office Equipment & Repairs) to Line Item 1385 (Office Equipment
Rental) be approved. Ayes : Two. Absent : Jordan. Motion
carried.
Moved by Mollenhoff, seconded by Krizek that Bills Payment, as
contained in Schedule AP640, pp. 1-51, dated January 26, 1998 in
the amount of $649, 822 .45, be received, placed on file and approved
and forwarded to the full council for approval . Ayes : Two.

With no further business before the committee, it was moved by
Mollenhoff, seconded by Krizek that the meeting be adjourned at
