It was moved by Angel, seconded by Wright that the Agenda, as
proposed, be approved. Ayes: Two. Absent: Buck. Motion
carried.
The following bid was reviewed for the F.Y. 1994 West Fourth
Street/Courier Parking Lot Improvements:

It was the recommendation of the Assistant City Engineer that said
bid be approved which is approximately $2200 under the engineer' s
estimate. It was moved by Wright, seconded by Angel that said bid
be approved. Ayes: Two. Absent: Buck. Motion carried.
The calendar year 1994 garbage exemption schedule was reviewed.
This action was tabled during the Finance Committee meeting of
October llth. The proposed exemption schedule for low income
persons correlates the federal poverty income guidelines with
family size. Those persons meeting 50a of the federal poverty
guideline would be required to pay $3 . 25 per month which relates to
costs associated with garbage collection. Those meeting 1000 of
the federal poverty income guideline would be required to pay one-
half of the monthly garbage fee. Michelle Temeyer, Acting
Clerk/Auditor, stated that the number of families qualifying under
this scenario is not known although probably the number of
applications will increase. If applications greatly exceed prior
years, adjustments will be necessary in the garbage rate
accordingly. Councilperson Wright suggested that one and two
family elderly households be charged a $2. 00 minimum. It was moved
by Angel, seconded by Wright that the calendar year 1994 garbage
exemption schedule be approved as follows:

The request of the City Planner for authorization to increase the
agreement with Terracon Consultants Inc. for geotechnical services
related to the proposed Young Ice Arena was reviewed. The original
agreement approved by the Finance Committee on February 18, 1993
was $7400. Additional exploratory work was necessary to
investigate the underlying bedrock related to the foundation work.

Don Temeyer, Planning and Development Director, stated that the
County has initiated a new parcel code system for real estate
outdating the current system. The retrieval of information from
the county' s property file is by parcel code number. Without the
availability of maps which are used on a daily basis, our
information is virtually of no value. Several options have been
reviewed to accomplish how parcel codes, ownership information,
valuations and legal information can be accessed. The County
Auditor' s office has agreed to allow the city to utilize their copy
machine to copy the county' s plat books. The paper and copy
charges are estimated at $500. The city will provide staffing for
said copying. In addition, the staff is recommending the purchase
of a clear envelope sleeve to keep each of the maps. Total cost of
the package including copies, sleeves, binders and cabinets is
$7,650 . Although this is a large initial investment, these records
are used daily and will provide a functional and relatively
inexpensive system to maintain. It was moved by Wright, seconded
by Angel that said request be approved. Ayes: Two. Absent:
Buck. Motion carried.
It was moved by Angel, seconded by Wright that the cancellation of
the special assessment at 212 Bates Street be tabled. Motion
carried. Ayes: Two. Absent: Buck.
The request of the Superintendent of Streets to purchase a 1981
Sno-Go snow blower mounted on a FWD truck was reviewed. The city
is able to purchase said equipment at a cost of $8500 . It was
moved by Wright, seconded by Angel that said purchase be approved.
Ayes: Two. Absent: Buck. Motion carried.
The request of Jim Westemeier for cancellation of rental inspection
fees for property at 120-122 Irene Court totalling $55 was
reviewed. Michelle Temeyer, Acting Clerk/Auditor, stated that in
conversations with Mr. Westemeier, she was apprised that he had
purchased the property on January 27 , 1993 at which time a lien for
rental housing inspection fees had not been recorded in the office
of the Black Hawk County Treasurer. Additionally, Mr. Westemeier
had made inquiries with the Fire Department and Clerk/Auditor' s
Office as to whether or not any proposed liens would eventually be
certified against the property. He was informed there were no
pending assessments. He felt that since he had made a reasonable
effort to determine the eventual certification against the
property, he should not be required to pay said charge.
The process of certification was explained by staff . Annually
assessments are made to the tax rolls prior to July 1st so that
they are printed on the tax bills received for the fall
installment. Mr. Westemeier stated that he had received a warranty
deed from the National Bank of Waterloo for said property. It was
suggested that he contact the bank since a warranty deed guarantees
clear title.
It was moved by Wright, seconded by Angel that Mr. Westemeier
request that the National Bank of Waterloo pay said amount and that
if the bank refuses to do so, the Finance Committee would consider
forgiving said assessment. Ayes: Two. Absent: Buck. Motion
carried.
It was moved by Angel, seconded by Wright that the bills payment be
approved as contained in Schedule A918, pp. 1 - 64 in the amount of
$1, 384 ,921. 05, dated October 18, 1993 . Ayes: Two. Absent: Buck.
Motion carried.
With no further business before the Committee, the meeting was
adjourned at 6: 03 p.m.
