Members present: Chairperson Angel, Wright and Buck.
It was moved by Buck, seconded by Wright that the Agenda, as
proposed, be approved. Motion carried.
The request of the Public Works Director for authorization to
purchase a private weather forecasting system at an approximate
cost of $4, 500 was reviewed. This private weather service provides
standard local weather forecasts and allows linkage to remote
processing units on highways throughout the state. Ground and
pavement sensors enable the tracking of surfacing temperature,
ground temperature, air temperature, wind speed and detect whether
surface materials are liquid or at freezing. It was the
recommendation of the Public Works Committee that said purchase be
authorized. It was moved by Wright, seconded by Buck that
authorization be given to purchase said weather forecasting
equipment . Motion carried. Committee members asked that staff
provide an approximate savings to the department in labor costs due
to this purchase.
The request of the Public Works Director for authorization to use
liquid calcium chloride to enhance the deicing capabilities of the
existing sand and salt mixtures was reviewed. The initial cost of
said equipment is $3 , 550; however, this cost will be offset by
reduced salt usage . It was the recommendation of the Public Works
Committee that said request be approved. It was moved by Wright,
seconded by Buck that authorization be given to purchase said
equipment. Motion carried.
The following bids were reviewed for fencing at Summit ball fields :

The following bids were reviewed for Galloway ball diamond fencing:

It was the recommendation of Rick Tagtow, Director of Parks and
Forestry and that the low bid of Iowa Fence Masters be approved for
both fencing projects totaling $5, 590. It was moved by Buck,
seconded by Wright that said recommendation be approved. Motion
carried.
The request of the Clerk/Auditor for authorization to establish an
exemption schedule for sewer and garbage for calendar year 1993 was
reviewed. The 1992 eligibility schedule was reviewed noting that
currently 1123 households have applied for some type of exemption.
It was the recommendation of the Clerk/Auditor ' s Office that a
similar schedule be approved with the following provisions :
1 . A cap of $125, 000 be established for the total sum of
exemptions for both sewer and garbage for calendar year
1993 . Current cost to said funds is approximately
$102, 000.
2 . It was also recommended that a minimum of $2 . 00 per month
be assessed to each and every exemption application to
defray the cost of services provided (in addition to
garbage collection) which includes weed abatement, fall
leaf collection, and large item pickup. After
discussion, it was the recommendation of the committee
