Moved by Wright, seconded by Buck that the Agenda, as proposed, be approved. Motion carried. The request of the Police Chief for authorization to purchase a 100 watt ultraviolet light source at a cost $355 and a heat guard-rest stand for the light for $45 was reviewed. This equipment will be used by the crime lab in latent fingerprint detection. Moved by Buck, seconded by Wright that authorization to purchase said items be approved. Motion carried. Moved by Buck, seconded by Wright that the bills payment be approved as contained in Schedule A918, pp. 1-24 in the amount of $1,773,389. 05, dated October 12, 1992. Motion carried. Bruce Meisinger, Budget Analyst, provided information relating to the equipment and vehicle purchase list which will appear on the City Council agenda of October 12. Mr. Meisinger stated that this would finance items approved in the Fiscal Year 93 Budget through the issuance of General Obligation Bonds. Although these purchases will be added to the City' s bonded indebtedness, the bonds can be sold at a lower interest rate than a normal lease purchase arrangement. We anticipate negotiating with local banks for the placement of said bonds. Committee members asked that a listing of vehicles being replaced be provided prior to the hearing on October 26, 1992. Meisinger stated that the additional levy for these items will be approximately 13 cents per year for three years. In response to a question, Mr. Meisinger noted that $75,000 can be spent per year per project on general corporate purpose projects without the need for a referendum.
