It was moved by Buck, seconded by Angel that the Agenda, as amended to delete Item No. 2 under New Business, entitled "Garbage refund for 245 Fletcher Avenue--Clerk/Auditor" and add Item No. 4 entitled "Permission to clean two anaerobic digesters--Superintendent of Water Pollution/Flood Control" be approved. Motion carried. The following software upgrades for use by the Engineering Department CAD (computer-aided drafting) stations were reviewed: Auto CAD Release 12 3 @ $504. 00/ea = $1 , 500 . 00 DOS 5 . 0 1 @ $ 70. 00/ea = $ 70. 00 2 @ $ 60 . 00/ea = $ 120 . 00 PC Tools 3 @ $106 . 00/ea = $ 318 . 00 Memory Modules 1 @ $300. 00/ea = $ 300 . 00 2 @ $185 . 00/ea = $ 370. 00 TOTAL $2 , 678 . 00 These prices represent upgrades provided by the same company that has provided the initial software and is not available through any other vendor. A large majority of the work done on the Auto-CAD stations is for the local option sales tax projects and therefore was recommended as a source of funding. All previous hardware and software costs have been expensed to the general fund. It was moved by Buck, seconded by Wright that authorization be given to purchase said software upgrades. Motion carried. Chief Bernie Koehrsen presented the request of Police Officer Knief for reimbursement for damage to his personal vehicle while traveling to Cedar Rapids in response to a Federal subpoena. Costs of repair to the windshield is $183 . 92 . He asked that Finance Committee resolve the matter since disagreement on this issue has arisen between the Police Department and Larry P. Burger, Clerk/Auditor. Chief Koehrsen noted that the Waterloo Police Protective Association contract could be interpreted either way and stated that it is his belief that he should be compensated. He noted that his staff is currently preparing a new department policy that will require an officer who is traveling out of town to either seek permission for use of a personal vehicle or obtain a city vehicle for travel. This policy was not in effect at the time of the incident. Larry P. Burger, Clerk/Auditor, noted that the city' s travel policy allows for reimbursement for use of a personal vehicle for city business at a rate of 25 cents per mile which includes the costs of operating said vehicle. He also noted that the employee assumes all risk associated with the use of his personal vehicle. It was noted that Mr. Knief does not carry collision coverage on his vehicle and therefore was not eligible for reimbursement expense by his insurance company. Officer Knief noted that he did not seek reimbursement at the rate of 25 cents per mile for said trip and that he was acting in an official capacity and is required to appear when subpoenaed. Mr. Burger noted that it would be dangerous precedent for the Finance Committee to reimburse said costs and urged the Committee to deny the request.
