Members present: Wright, Buck.
Members absent: Chairperson Angel.
It was moved by Buck, seconded by Wright that the Agenda, as
proposed, be approved. Motion carried.
The purpose of the meeting was to continue discussion on funding
the request for additional police patrol in selected areas of the
city during the summer which was delayed by the Finance Committee
on Monday, June 22, 1992.
The Committee was provided a memo authored by Chief Koehrsen
concerning police operations utilizing existing human resources.
As presented at the June 22nd Finance Committee meeting, the Chief
proposed directed patrol operations for the period July 1, 1992
through approximately Labor Day to provide directed patrols at an
estimated overtime expense of $31,600. The Chief noted that
following conversations with Larry P. Burger, Clerk/Auditor, he is
revising the proposed cost of said patrols to $24,000 by
eliminating the Gates Park basketball patrol. This activity will
be covered with existing mobile patrols.
Larry P. Burger, Clerk/Auditor, noted that the Chief has two funded
vacancies in the F.Y. 1993 budget. By delaying the hiring of these
individuals to October 1st and February 1st, savings of
approximately $25,000 will be realized. This will cover the cost
of the proposed overtime request.
It was moved by Buck, seconded by Wright that the Chief be
authorized to spend a maximum of $24,000 on said directed police
patrols by delaying the hiring of two police officers funded in the
F.Y. 1993 budget. Motion carried.
Councilperson Wright expressed her appreciation for the compromise
as presented.
With no further business before the Committee, the meeting was
adjourned at 10: 55 a.m.
