It was moved Buck, seconded by Angel that the Agenda, as amended to add Item No. 4 under New Business entitled "Authorization to purchase materials to build storage cabinets and refinish existing cabinets and doors--Police Chief" be approved. Motion carried. The following bids were reviewed for Punch II M-3 , 5% Oleoresin Capsicum with carrying holsters for the Police Department: 135 Units 50 Units Punch II Punch II 100 Units Bidder 2 Ounce z Ounce Holsters Shomer-Tec $ 538. 65 $149. 50 No Bid C & L Sales Company $ 641. 25 $195.00 $ 650.00 (clip on) Streicher 's $1071. 90 $364. 50 $1324.00 Shomer-Tec was the low bidder for the Punch II - 2 ounce and z ounce and C & L Sales Company was the low bid on the holsters. This material is an improved substance that stuns an over-active individual and will replace the use of mace in the Department. It was moved by Buck, seconded by Angel that said recommendation be approved. Motion carried. Police Chief Koehrsen noted that the Department has received an additional $6, 636 for the operation of the Tri County Drug Task Force. This money will be used for the purchase of equipment and operating expenses. As a condition of receiving this money, the Department must guarantee a match of $2,212 ( 25%) . The Chief has been authorized to satisfy the 25% match by purchasing the furniture for the Tri County Drug Task Force office with funds made availbie through the Law Enforcement Trust Fund (drug money) . Authorization was requested to purchase eight operational chairs and two executive chairs totalling $2, 144. The balance of the match ($68) will more than satisfy the cost of electrostatically painting the desks and files in this office area. Lincoln' s Office Supply has supplied the low bid for said furniture. It was moved by Buck, seconded by Angel that authorization be given to purchase said furniture. Motion carried. It was moved by Buck, seconded by Angel that the Police Chief be given authorization to seek bids on a mini-compact VHS camcorder with 8x power zoom lens and accessories at an approximate cost of $800 with funding through the Governor' s Alliance on Substance Abuse. Motion carried. It was moved by Buck, seconded by Angel that the garbage refund for 215 Miriam, 221 Miriam, 226 Palmer and 232 Palmer in the amount of $758. 40 be approved. Motion carried. Councilperson Buck stated that he has observed downtown businesses utilizing the canisters that have been placed in the downtown area for garbage from businesses. He asked that when possible, owners be cited for abuse of these litter containers. It was moved by Buck, seconded by Angel that the Police Department be given authorization to purchase materials to build storage cabinets and refinish existing cabinets and doors with reimbursement to the Park Department for said work.
