It was moved by Wright, seconded by Angel that Agenda, as proposed, be approved. Motion carried. The request of the Police Chief for authorization to sell T-shirts and place the proceeds in the Law Enforcement Trust Fund was reviewed. The Morale Enhancement Committee of the Police Department has designed a T-shirt entitled "The Pride is Back" and has suggested selling them at public events such as the 4th Street Cruise, My Waterloo Days, and Cattle Congress as well as the front desk of the Police Department. Larry P. Burger, Clerk/Auditor, had several questions concerning the proposal including the up front money that will be necessary to buy the T-shirts, the prohibition against selling on city property, and any fees that may be charged by outside organizations such as My Waterloo Days to sell during their events. The Chief indicated that the company printing the T-shirts has agreed to provide the up front costs of the T-shirts until the City has proceeds to pay for the initial cost. It was moved by Wright, seconded by Angel that authorization to proceed with the sale of said T-shirts be approved but that they not be allowed to be sold at the front counter of the Police Department and that the Committee be provided with a report on the other questions listed above. Motion carried. Gary Simons, Superintendent of the Water Pollution Control Plant, asked that authorization be given to proceed with the telephone installation for the relocation of the Water Pollution Control/Waste Water Collection Department, to 3503 Easton Avenue. Currently there is no telephone system within the building and the existing system on the second floor of the Treatment Plant Administration Building is inadequate. Teleconnect USA Company has recommended the purchase of the Challenger phone system. Money for the proposed system is available in the current year ' s budget. Larry P. Burger, Clerk/Auditor, stated that the City Hall phone system utilizes Teleconnect hardware and the lines beyond the walls of the building are property of AT&T. It was moved by Wright, seconded by Angel that authorization be given to proceed with said telephone installation by Teleconnect USA Company. Motion carried. It was moved by Wright, seconded by Angel that a garbage refund for 1013 West Mullan Avenue in the amount of $47 . 40 and for 220 Forest Avenue in the amount of $71. 10 be approved. Motion carried. It was moved by Wright, seconded by Angel that Terracon Consultants Inc. be awarded a contract for testing services in conjunction with the Interstate Substitution Program. Motion carried. It was moved by Angel, seconded by Wright that payment be made to Black Hawk County in the amount of $13 , 820. 94 for the city' s portion of the sales tax election held on January 22, 1991 , be approved. Motion carried.
