Members present: Chairperson Angel, Wright and Buck.
It was moved by Buck, seconded by Wright that the Agenda, as
proposed, be approved. Motion carried.
The attached bid tabulation was reviewed for the purchase of
a motor grader for the Street Department. The bid
tabulation was summarized by Dick Grimm, Superintendent of
Streets . He reported that the lowest purchase price
submitted by Case Power and Equipment does not meet
specifications. The next lowest bid is supplied by Altorfer
Equipment Co. for a caterpillar. This unit meets all
specifications . All other bids were considered to be
inadequate since they were not able to bid a guarantee
re-purchase price. Mr. Grimm reported that in addition to
the purchase price, each of the bidders were asked to bid a
maximum repair cost for the first five years of the
machine ' s life, and a guaranteed re-purchase price at the
end of five years. Swaney Equipment and Herman Brown
indicated that they were not able to quote a re-purchase
value since this liability is carried on their financial
statement for a period of five years. Representatives of
Swaney Equipment and Altorfer were present to discuss their
bid. Discussion followed concerning the local bidder
preference. It was reported that the specifications did not
indicate a preference for local bidders.
Larry Cunningham, Superintendent of the Central Garage,
reported that either piece of equipment would be adequate to
meet the Department' s needs. He advocated that a City wide
policy be established concerning the purchase of equipment
and bidder preference for local vendors. Chairperson Angel
stated that that would not be possible for this piece of
equipment but urged the Committee to consider at a later
time a City wide policy. Larry P. Burger, Clerk/Auditor,
stated that a Work Session of the Council could be scheduled
in the next few weeks to discuss the City' s bidding policy
and the possibility of a local preference.
It was moved by Buck, seconded by Angel that the bid of
Altorfer Equipment Co. of Cedar Rapids for a caterpillar
140G motor grader be approved. Motion carried.
A work session of the full council will be scheduled within
the next several weeks to discuss the bid policy and local
bidder preference.
It was moved by Angel, seconded by Wright that the bills
payment be approved as contained in Schedule A918, pp. 1-51,
in the amount of $1, 524 , 824. 90 dated September 10, 1990.
Motion carried.
With no further business before the Committee, the meeting
was adjourned.
