Members present: Chairperson Angel, Wright and Buck.
It was moved by Buck, seconded by Angel that the agenda, as
proposed, be approved. Motion carried.
The following bids were reviewed for sound equipment for the
Five Sullivan Brothers Convention Center.

Bruce Meisinger, Purchasing Agent, stated that the low bid
is Electronic Contracting, Inc. of Lincoln, Nebraska. It
was noted that the company does have a Des Moines office;
however, Mr. Meisinger asked that action on this item be
delayed one week to allow further investigation of this
out-of-state company. It was moved by Buck, seconded by
Wright that action on this item be delayed one week. Motion
carried.
The request of Police Chief Bernie Koehrsen for
authorization to seek bids on two, four-wheel drive,
four-door vehicles with tailgates and authorization to seek
bids on new vehicles, demonstrator vehicles and recent model
used vehicles was reviewed. The Chief indicated that these
would be patrol vehicles used similarly as police sedan
vehicles. Given the weather conditions in Iowa, these
vehicles would be used not only with the canine unit but
also as a patrol vehicle. $55,000 is budgeted in the Police
budget for vehicle purchases. These four-wheel drive
vehicles would be two of the five cars replaced during the
current fiscal year. The cars would have a capacity of
carrying five to six people, if necessary. In response to a
question by Councilperson Buck, it was noted that in the
past, the City has sent vehicle bids to all Waterloo-Cedar
Falls dealers. The state bid has been used as a comparison
when bids are received. It was the consensus of the
Committee that more competitive bids would be received if
all dealers in Black Hawk County were solicited for bids .
It was moved by Buck, seconded by Wright that authorization
to seek bids as requested be approved and that all dealers
in Black Hawk County be sent notices of the proposed
purchase. Motion carried.
The request of Police Chief Koehrsen for authorization to
purchase a police dog and training of said dog and dog
handler was reviewed. The Department is recommending that
the purchase be made from Rudy Drexler' s School for Dogs,
Inc. in Elkhart, Indiana at an approximate cost of $7 , 400 .
This amount includes training in obedience, and 120 hours of
training for the police officer dog handler. An additional
$2, 000 will be necessary for equipment and expenses incurred
by the handler while being trained in Elkhart. The Chief
noted that approximately $10,000 has been solicited from
various members of the public for the purchase of these
dogs. The Chief also commented that Guardian Security
located in Waterloo has expressed strong interest in
providing the dogs but after an on-sight visit, he did not
feel that the trainer was adequately experienced in police
dog training. To date, the Waterloo firm has trained only
two police dogs. The Elkhart, Indiana company has trained
over 300 dogs for various departments throughout the United
States. It was the Chief ' s recommendation that if the
purchase is authorized the Waterloo company could be
