Members present: Chairperson Angel, Wright and Buck.
Moved by Wright, seconded by Buck that the Agenda, as proposed,
be approved. Motion carried.
The following bids were reviewed for the F.Y. 1989 East Orange
Road Rumble Strip Panels:

Waterloo Construction Co. , Inc. $ 1, 370. 00
It was the recommendation of the City Engineer to accept the low
bid of Waterloo Construction Co. , Inc. Moved by Buck, seconded
by Wright that said recommendation be approved. Motion carried.
The report of the City Engineer concerning the non-receipt of
bids for the F.Y. 1989 Flood Control Security Fence at Wagner
Road was reviewed. City Engineer Eric Thorson stated that bids
were solicited and due on November 3 with no bids received for
said project. It was his recommendation that this item be rebid
in the spring and delay the project for the current time. Moved
by Wright, seconded by Buck that said recommendation be approved.
Motion carried.
Councilperson Wright, Chairperson of the Building & Grounds
Committee, reported that the Committee had reviewed bids received
for the replacement of a combination toilet fixture of the City
Hall Jail and recommended that two fixtures be purchased from the
low bidder of Winterbottom Supply Co. in the amount of $1,203 . 18
each. Moved by Buck, seconded by Wright that said recommendation
be approved. Motion carried.
Councilperson Wright, Chairperson of the Building & Grounds
Committee reported that the Committee recommended approval of
taking bids for roof repair on the former East Side Library.
Moved by Wright, seconded by Buck that said recommendation be
approved. Motion carried.
Clerk/Auditor Larry P. Burger reported that authorization was
being requested to reinstitute garbage exemption applications for
calendar year 1989 . He recommended that households with incomes
of less than $7 ,000 per year during calendar year 1988 and those
households who employ the services of a private hauler be exempt
from garbage fees. Discussion was heard on the total number of
applications that are currently being processed. Also, the
possibility of extending the exemption to higher income
households was discussed. Currently, the City does not require
income verification due to staff limitations. Moved by Buck,
seconded by Wright that the 1989 garbage exemption application be
approved and that households with incomes of less than $7 ,000 per
year for calendar year 1988 as well as those households who
employ the services of a private hauler be exempt from garbage
fees for calendar year 1989. Motion carried.
Moved by Buck, seconded by Wright that a garbage refund in the
amount of $27 . 20 for 1430 Williston Avenue be approved. Motion
carried.
The flowchart for the purchasing procedure for the City was
reviewed. It was suggested that the pre-bid conference be added
to the flowchart. No official action was taken by the Finance
Committee on this policy.

Moved by Wright, seconded by Angel that authorization be given to
the Superintendent of Motor Vehicle Parking to seek bids on the
reprinting of parking violation tickets. Ayes: Angel, Wright.
Abstain: Buck. Motion carried.
Moved by Wright, seconded by Angel that the bills payment be
approved as contained in Schedule A918, pp. 1-59, totaling
$1,206. 258.02 and Schedule W900 , pp. 1-12, totaling $40,237 .94,
dated November 7, 1988. Motion carried.
With no further business before the Committee, the meeting was
adjourned.
