Moved by Buck, seconded by Wright that the Agenda, as proposed, be approved. Motion carried.. The following bids were reviewed for auctioneer services for the sale of City property at 715 Ansborough, 2341 Falls Avenue, and 2339 Falls Avenue: Percentage of Total Gross Sales (with Bidder bidder supplying clerk and cashier) Youngblut Auctioneering and Rider Auction ( joint bid) 11 percent Dick Backes, Auctioneer 12 percent Fisher Auction Service 92 percent John E. Reed Auction Co. 44 percent Moved by Buck, seconded by Angel that said bid be awarded to the low bidder, John E. Reed Auction Co. of Cedar Falls. Motion carried. Authorization to take bids for the installation of a security fence at Donald Street to control unauthorized access into the future Chain of Lakes area was discussed. Eric Thorson, City Engineer, reported that public access into the construction area is creating severe safety problems. Even with the installation of a fence along Donald Street, the public continues to gain access into the restricted area. After review, it was the Engineer' s recommendation that the security fence be constructed from an existing private fence to Basic Materials entrance. Moved by Wright, seconded by Buck that authorization be given to take bids on the construction of said security fence. Motion carried. The request of the Planning and Development Director for authorization to seek bids on the replacement of vehicles in the Building Inspection Office was reviewed. This is an unbudgeted item; however, property totaling $55,000 has been sold in excess of the budgeted revenue as well as a $30,000 increase in permit fees over estimated revenue to date. Estimated cost of the five vehicles, including four inspector vehicles and one out-of-town car, is approximately $50,000. Moved by Wright, seconded by Buck that authorization be given to seek bids as requested. Motion carried. Authorization to seek bids for police cars was reviewed. Budgeted funds for this purchase is $60,000. It was suggested by Committee members that bids be sought from dealers in the Waterloo/Cedar Falls area as well as review of the State bid. It was also the Committee' s suggested that American made cars only be bought. Moved by Buck, seconded by Wright that authorization to seek bids as requested be approved. Motion carried. Moved by Angel, seconded by Wright that bills payment be approved as contained in Schedule A918, pp. 1-72, totaling $1,682,383. 86 and Schedule W900, pp. 1-2, totaling $34, 244. 59, dated October 24, 1988.
