HomeMy WebLinkAbout11/23/1981 FINANCE COMMITTEE November 23, 1981 City Hall Waterloo, Iowa The Finance Committee of the City of Waterloo, Iowa met in the Mayor's Conference Room in City Hall at 6:30 P.M. on November 23, 1981. Council Member Dowie presiding officer. On Roll Call : Dowie, Wilharm, Bowers. Absent: Roehr The following bids were opened for the reconstruction of a sanitary sewer manhole downstream of the 11th Street Bridge: BIDDER AMOUNT 1) Phillips Builders Contracting, Inc. $6,446.00 2) Watco Construction, Inc. 2,103.00 3) Dale J. Clark Contracting Co. 1,749.00 4) Lehman Trucking 'N Excavating, Inc. 1,900.00 5) Gene Bond Plumbing & Heating Co. 1,755.00 6) Mechanical Contractors, Inc. 1,665.00 7) Ernster & Co. , Inc. 1,985.00 It was moved by Wilharm, seconded by Bowers to refer the above bids to Engineers for review and recommendation. The motion carried. The Building Committee recommended that the low bid of Bruce Babcock in the amount of $2,241.00 be accepted for the replacement of curtains on first floor of City Hall . It was moved by Bowers, seconded by Wilharm to approve this recommendation. The motion carried. Bruce Bottorff, Superintendent of Water Pollution Control Plant recommended that the bid of Crisp Service Rooffing for roof repair to Digester No. 1 in the amount of $5,620.00 (Alt. B -- City employee's performing labor) be approved. It was moved by Wilharm, seconded by Bowers to approve this recommendation. The motion carried. Under new business, it was moved by Bowers, seconded by Wilharm to approve the written request of the Police Department to purchase batteries for their portable police radios in an amount of $792.00. The motion carried. Police Chief Grimm briefly explained the telephone problems currently being experienced by the Communications Room. Dispatchers cannot contact personnel within the Police department because an intercom system does not exist. Such a line could be accommodated by Teleconnect. After use of the system, it now is apparent that an intercom is necessary. It was moved by Bowers, seconded by Wilharm to approve the expenditures to allow the Traffic Division an extra line and an intercom in the Dispatch Office. The motion carried. Chairman Dowie explained his work relating to the employment of a firm to assist the City in its investment decisions. The firm, Investment Advisers, Inc. , would be responsible for investing the City's pension and idol funds. The full Council will also review the proposed contract. It was moved by Bowers, seconded by Wilharm to delay acceptance of the contract until December 7, 1981, and allow further research by the Committee. The motion carried. It was moved by Bowers, seconded by Wilharm that garbage rebates be given to those individuals with incomes of $7,000 or less. The motion carried. The meeting was adjourned at 6:50 P.M. Larry P.
