Council Member Dowie presiding officer. On Roll Call : Dowie , Wilharm, Bowers , Roehr Larry P . Burger , City Clerk, explained that the bid of Cargill Salt was received by the City, but not opened on Monday, June ' 1, 1981 for salt for the Water Pollution Control Plant . It was moved by Bowers seconded by Wilharm to receive and place on file the bid of Cargill Salt in the amount of $23 . 00/ton F. O.B . to Buffalo, Ia. and $33 . 75/ton to Waterloo . The motion carried Action on award of a bid for salt for the Water Pollution Control Plant was delayed for one week. Action on the refund to the Iowa Beer and Liquor Control for Sutter ' s Mill was delayed for one week. Councilman Bowers reported on the need to repair the digestor roof cover and painting of the filter building ceiling at the Water Pollution Control Plant . It was moved by Bowers , seconded by Wilharm to authorize the taking of bids for the repair of the digestor roof cover at the Water Pollution Control Plant .
