The Finance Committee of the City of Waterloo , Iowa met in the Mayor' s Conference
Room in City Hall at 6 : 30 P .M. on Februafy 23 , 1981 .
Council Member Wilharm presiding .
On Roll Call : Roehr, Wilharm, Bowers
Absent : Dowie
The request of John Carpenter for the City to pay certain expenses incurred while
in Chicago concerning the Attorney General ' s investigation into the Police Dept .
in the amount of $85 . 00 was reviewed. Mayor Rooff stated that since the invest-
igation was prompted by the City, we should pay the expenses . It was moved by
Bowers , seconded by Roehr to pay the above expenses . The motion carried.
Larry P . Burger, City Clerk, explained that Betty Allen had requested on behalf
of Hallie Owens , 219 Jackson, a garbage refund since she had been billed double
fees for some time . In verifying with the Water Works , a refund in the amount
of $120. 00 was due to Ms . Owens . It was moved by Bowers , seconded by Roehr to
approve a refund in the amount of $120 . 00 to Hallie Owens , 219 Jackson. The
motion carried.
Larry Cunningham, Garage Superintendent , explained the need for the purchase of
an oil analyzer . This is an unbudgeted expense , but that the machine could
result in considerable savings to the City. Line items within the budget could
be adjusted to cover the expense . It was moved by Bowers , seconded by Roehr to
approve the purchase of an oil analyzer, not to exceed $300 . 00. The motion
carried.
Don Thorson, Street Superintendent , asked that with the proceeds from the sale of
junk iron, etc. he could purchase a shop welder. The cost would be approximately
$800 . 00 . It was moved by Roehr, seconded by Bowers to approve the purchase of
the shop welder with the proceeds from the sale of scrap iron. The motion
carried .
Larry P . Burger , City Clerk, asked that authorization be given to him to solicit
bids for a word processor. He explained that Councilmen Roehr and Penaluna
would review the bids , prior to a recommendation to the Finance Committee .
Councilman Penaluna asked that bid prices also be obtained on a "lease only"
option. It was moved by Roehr, seconded by Bowers to authorize the solicitation
of bids for a word processor. The motion carried.
The letter from Evensen-Dodge , Inc . requesting to come before the Finance
Committee to discuss becoming the City' s Financial Consultant/Advisor was
discussed. The Committee stated that the City' s current consultant , Paul D.
Spears should also be asked to attend. It was moved by Bowers , seconded by
Roehr to invite Evensen-Dodge , Inc. to appear before the Finance Committee on
Monday, March 9 , 1981 at 5 : 30 P .M. and Paul D . Spears to appear on Monday,
March 16 , 1981 at 5 : 30 P .M. The motion carried.
There was discussion on the Police Department ' s request to approve an addition
to the radio maintenance agreement. Further investigation of the contract
with them will be made .
It was moved by Roehr, seconded by Bowers to approve the following bills :

Finance Committee -2- February 16 , 1981
Virgil Graybill , Superintendent of Motor Vehicle Parking, asked that he be
given authorization to repair a broken water pipe in the restroom of the West
Side Ramp. Approximate cost of the repair is $800 - $1 , 000 . It was moved by
Bowers , seconded by Roehr to authorize this expenditure . The motion carried.
Mayor Rooff indicated that he would protest a proposed 19% increase in utility
rates by Iowa Public Service , unless the Council specifically requested that
he not .
Councilman Getty expressed his sentiments that many of the agenda items before
the Finance Committee should be brought to the full Council for their consider-
ation.
It was moved by Bowers , seconded by Roehr to adjourn at 7 : 03 P .M. The motion
carried.
