The Finance Committee of the City of Waterloo , Iowa met in the Mayor ' s
Conference Room in City Hall at 6 : 30 P .M. on November 3 , 1980 .
Council Member Dowie, presiding.
On Roll Call : Dowie , Roehr , Wilharm, and Bowers
Bids were opened for the repairs to a 1979 Ford Pinto Wagon (operated by
Milk Sanitation) . Bids were received from the following:

Muldoon' s Body Shop $1 ,426 . 25
It was moved by Bowers , seconded by Wilharm to accept the low bid of Wilber
Auto Body in the amount of $1 , 156 . 00 . The motion carried.
Gerald Olson , Fire Chief , reported that the bid winner (George Morris
Chevrolet) for their pick-up truck (approved by the Finance Committee on
10/27/80) could not supply the 350 engine . Therefore , he recommended
that the truck be rebid. It was moved by Roehr, seconded by Bowers to
rescind the bid award to George Morris Chevrolet and readvertise for bids .
The motion carried .
Junior Grimm, Police Chief, stated that due to the positive public response
to the Neighborhood Watch Program, additional funds would be needed to
continue the program. Expenses are associated with the post and signs
required when a neighborhood watch program is instituted. In addition to
expected donations , he requested $1 , 525 . 00 in funding. Chairman Dowie
stated his support of the program. It was moved by Wilharm, seconded by
Bowers to approve the $1 , 525 . 00 request for signs and posts for the program.
The motion carried.
Bruce Bottdorf, Supt , of Water Pollution Control , explained the unanticipated
deterioration of a 150 ' high-rate filter. He explained the alternatives
available including a new filter or repair of the column. Monies for the
repair would be drawn for the capital budget of the department . After
discussion, it was moved by Roehr, seconded by Bowers to approve an approx-
imate expenditure of $30 , 000 for a new center column. The motion carried.
It was moved by Roehr , seconded by Bowers to approve payment of the
following bills :

The Mayor recommended that the daily meal allowance when on out-of-town
business be raised from the current rate of $15 . 00 per day . After
discussion, it was moved by Roehr , seconded by Wilharm to raise theaiAJy
meal allowance to $25 . 00 a day per person. The motion carried
With no further discussion before the Committee , the meeting was adjourned
at 7 : 05 P .M.
