The Finance Committee of the City of Waterloo, Iowa met in the Mayor's Conference
Room in City Hall at 6:30 P.M. on October 6, 1980.
Council Member Dowie, presiding.
On Roll Call : Dowie, Roehr, Wilharm, Bowers
Don Thorson, Superintendent of Streets, presented bids for the F.Y. 1981 Street
Department Pavement Repair Program. Plans were sent to fourteen (14) prospective
bidders with bids received from Dale Clark Construction Co. in the amount of
$18,983.08; Cedar Falls Construction Co. - $24•,d77.60; Precast Dimensions -
$27,213.45; Cedar Valley Construction Co. - $29,814.20. There are nine items on
the bid sheet with 33 locations of repair. The Mayor noted that no minority con-
tractors had bid on the project. Money from the street rejuvenation fund will
pay for the repairs. It was moved by Roehr, seconded by Wilharm to accept the
bid of Dale Clark Construction Co. in the amount of $18,983.08. The motion
carried.
Don Thorson, Superintendent of Streets, presented bids for the F.Y. 1981 Street
Department Sidewalk Repair Program. Plans were sent to eighteen (18) prospective
bidders with bids received from Stokes Landscaping, Inc. - $1 ,937.95, Cedar Valley,
Inc. - $1 .977.50, Paul Grigg - $2,768.50, Denman Phillips - $2,768.50, Dale Clark -
$2,847.60, Claude Gardner - $2,926.70. It was moved by Wilharm, seconded by Bowers
to accept the low bid of Stokes Landscaping in the amount of $1 ,937.95. The motion
carried.
Don Thorson, Superintendent of Streets, requested permission to purchase one two-
way snow plow for use on a GMC diesel truck. The purchase price is $3,219.00 from
Henke Mfg. Co. of Waverly. It was moved by Roehr, seconded by Bowers to approve
the purchase. The motion carried.
Don Thorson, Superintendent of Streets, asked that he be authorized to spend up
to $3,500.00 at I-DOT auction on October 18, 1980 for a pick-up truck. It was
moved by Bowers, seconded by Roehr to authorize up to $3,500.00 on this vehicle.
The motion carried.
Ralph Anderson, City Engineer, presented two bids for the 1980 Linseed Oil Program
for bridges. Bids were received from Waterloo Construction Co. , Inc. and Cedar
Valley Corporation. It was moved by Roehr, seconded by Bowers to accept the low
bid of Waterloo Construction Co. , Inc. in the amount of $16,296.00. The motion
carried.
Ralph Anderson, City Engineer, presented two bids from Dale J. Clark Construction
Co. and Winmore Construction Co. , Inc. for the construction of inlets and storm
sewer at Rudi Place and Dry Run Creek. It was moved by Roehr, seconded by Bowers
to accept the low bid of Dale J. Clark Construction Co. in the amount of $5,600.00
for the project. The motion carried.
Ralph Anderson, City Engineer, presented a bid from Dale J. Clark Construction Co.
for F.Y. 1981 Storm Sewer Improvements at W. 9th Street and St. Francis Drive.
Money will be allocated from the proposed February bond sale. It was moved by Roehr,
seconded by Wilharm to approve the bid of Dale J. Clark in the amount of $14,439.00.
The motion carried.
Ralph Anderson, City Engineer, stated that all property owners along Park Lane had
constructed the sidewalk on their own property and that the City would need to
finish the work between property lines and curb line at intersecting streets. Six
bids were received with the low bid being that of Stokes Landscaping, Inc. in the
amount of $2,377.60. It was moved by Wilharm, seconded by Bowers to accept the bid
of Stokes Landscaping, Inc. in the amount of $2,377.60. The motion carried.
Ralph Anderson, City Engineer, stated that intersection improvements at Cedar Bend and
Walker Street were needed to complete the corps work of the dike system. Four bids
were received for the job with Paul Grigg Concrete Construction, Inc. being the low
bidder in the amount of $2,928.49. It was moved by Roehr, seconded by Bowers to
approve the above stated bid. The motion carried.
Chairman Dowie called for additional business , there was none, and it was moved to
close the meeting at 7:05 P.M.
