The Finance Committee of the City of Waterloo, Iowa met in the Mayor's Conference
Room in City Hall at 6:30 P.M. on August 25, 1980.
Council Member Dowie, presiding.
On Roll Call : Dowie, Bowers, Roehr, Wilharm
Tom Campbell , Finance/Treasurer Director, stated that with the change in manage-
ment of McElroy Auditorium, an audit was being requested by Conway Civic Center.
He was directed to contact the State Auditor's Office to see if they could conduct
an audit in the very near future.
A statement from Ahlers, Cooney, Dorweiler, Haynie & Smith was received by the
City of Waterloo in the sum of $1 ,015.00 for our share of the services rendered by
the law firm in connection with their legislative efforts to protect the tax
increment finance district's (TIF) cash flow. At no time did the City of Waterloo
request that the firm act on behalf of the City. After discussion, it was moved
by Wilharm, seconded by Bowers that the City Clerk be instructed to inform the
above law firm that the City of Waterloo would not participate in the cost of
the above-described service. The motion carried.
Mayor Rooff informed the Committee that he would be carefully reviewing the contract
for the Jesse Cosby Center funded through an LEAA Grant and local funds prior to
his signing of the document. The contract covers a one year period.
Bruce Bottorff, Director of Waterloo Pollution Control , asked the Committee to
consider three alternatives to the repair of their primary pumping facility.
The repairs are a result of being flooded with raw sewage in January, 1980. The
engine is fifteen years old and in addition, is needing routine repairs. The
engine results in a large savings in electrical power costs. Replacement cost
of the machine is approximately $85,000.00. After discussion, it was moved by
Bowers, seconded by Wilharm to authorize repair of the engine at an estimated
cost of $40,000.00. The motion carried.
Chairman Dowie called for additional business, there was none, and it was moved
to close the meeting at 6:50 P.M.
