The Finance Committee of the City of Waterloo, Iowa met in the Mayor's Conference
Room in City Hall at 6:30 p.m. on May 27 , 1980.
Council Member Dowie, Chairman presiding.
On Roll Call : Bowers, Dowie, Wilharm
Absent: Roehr
City Clerk, Larry P. Burger, stated that he spoke with the Iowa State Comptroller
regarding payment of the fire engine recently delivered to the City. The
Comptroller recommended that the City pay the total bill with regular City funds
with replacement of the money after the general obligation bonds are sold on
July 17. It was moved by Wilharm, seconded by Bowers that this recommendation
be accepted and that a check be drawn for payment immediately. The motion
carried.
Plan & Program Director Don Temeyer reported on the bids received for the radio
maintenance contract to commence July 1 , 1980. Iowa Radio Service has submitted
a bid fo $16,944 for a one year period. This bid includes a flat fee for removal
and installation of radios of $20.00 and $50 - $60, respectively. The contract
does not include work on radios in the Fire Department, Recreation or Conway
Civic Center. The repair and maintenance of the police radios is specifically
covered in the contract and has been reviewed by the police department and appears
adequate. Bid forms have been sent to two prospective bidders with the return
of the above-mentioned bid. It was moved by Wilharm, seconded by Bowers that
the bid of Iowa Radio Service be accepted. The motion carried.
Chairperson Dowie reported that the bids for the Sewer Department dump truck
and two pick-ups for the Street Department would be tabled until such time as
a bid tabulation form is developed and the request for purchase of all vehicles
can be related to the Vehicle Replacement Program. These procedures , as well
as relating the cost of each vehicle to each department's allocated capital
outlay funds , will be coordinated through the Plan & Program Department.
Pat Edwards & Phyllis Henderson representing the parenting group of the Jesse
Cosby Center answered questions regarding their request to be funded for one
year at a cost of $3,690. Councilperson Burton questioned the geographical
distribution of the areas being served, particularly as it relates to other
community contributions to the operation of the center. Communities which are
currently receiving their services do not participate in funding the agency.
Funding the project this year does not necessarily commit the City to funding
the project next year. It was moved by Bowers, seconded by Wilharm to contri-
bute $3,690.00 to STEP at the Jesse Cosby Center for a one year period. The
motion carried. The Finance Committee also requested that the Jesse Cosby
Center request that other committee served by this service also be asked
to contribute to the operation of the program.
Chairman Dowie called for additional business , there was none, and it was moved
to close the meeting at 6:55 p.m.
