The Finance Committee of the City of Waterloo , Iowa, met in the Mayor' s Con-
ference Room in City Hall at 6: 30 P .M. on December 3, 1979.
Council Member Dowie, Acting Chairman, presiding.
On roll call : Present: Dowie, Roehr , Wilharm. Absent: Getty.
Acting Chairman Dowie called the meeting to order .
Garage Supt. Cunningham reported gas pumps needing repair. He said these pumps
are seven years old and estimated around $350 . 00, and it is budgeted. Approved.
Fire Chief Smith was present to discuss the fire engine proposal using G.O.
Bonds . He said he still had the low bid, so it was moved by Wilharm, seconded
by Roehr to go ahead with the repairs for the fire engine . Motion carried.
Finance Dir. / Treas . Campbell asked the Council Members what they would like
to do about garbage refunds for next year, for he would have to start getting
the forms printed now. He reported last year paying out around $45 , 000 with
the figure of total income not to exceed $6500. 00 .
Moved by Roehr, seconded by Wilharm to go ahead with this , using the limit of
$6500. 00. Motion carried.
Fire Chief Smith brought up the topic of ambulance rates and his proposal to
raise rates , and compared our charge of $37. 50 to Cedar Falls - $50 . 00 for
emergency calls , and Metro - $65 . 00 . The City of Waterloo has been at $37 . 50
for around four years .now, and thinks we are to low. The Chief said he will
get a copy to all Council Members of a comparison of our charges and Metro, for
them to look over and discuss . Questioned is how Waterloo compares with other
cities of similar size? Chief said there is only three cities around that
carry this service, Des Moines, Dubuque, and Waterloo, all the others have it
through hospitals , where they charge over $100. 00.
Discussed was if any bids are ever taken on emergency situations in the Engineer-
ing Department? City Engineer Anderson explained that the state law says if
less than $10, 000 - they need not solicit for bids, but many tires he will take
verbal bids over the phone, or have 2 or 3 contractors go out and take a look
at the situation and give him a price.
Acting Chairman Dowie called for additional business , there was none , and
closed the meeting at 6: 47 P .M.
