HomeMy WebLinkAbout11/05/1979 Finance Committee November 5, 1979 Mayor ' s Conference Room City Hall, Waterloo, Iowa The Finance Committee of the City of Waterloo, Iowa, met in the Mayor ' s Con- ference Room in City Hall at 6: 30 P.M. on November 5 , 1979 . Council Member Dowie, Acting Chairman, presiding. On roll call: Present: Dowie, Roehr, Wilharm. Absent: Getty. Janet Callahan, Executive Director of Black Hawk County Council on Aging spoke on the programs $21, 000 deficit, and requests that the City of Waterloo allocate $6500 as a fiscal year 1980 budget supplement . This money is needed for the senior citizen transportation program where costs are up 16%. Mayor reported at the League Executive Board Meeting that he attended last week, the attorney there said if any Council, Mayor or Department Head allows non-allocated funds to be spent, they are criminally liable . The Mayor said we must amend the budget and he will give this to the City Attorney for his research and report back. Acting Chairman Dowie asked Ms . Callahan to contact Dean Brady of the Funding Information Committee; that would cover all areas . Assistant Chief of Police Dolan requested purchasing six typewriters , three of which are electric . Bids were received from Iowa Business Machines and Control- 0-Fax. The Police Department have used Olympia typewriters in the past and would like to stay with them and recommended the bid of Iowa Business Machines for $3100, with no trade-in and this money is budgeted for. Moved by Wilharm, seconded by Roehr to approve purchasing six typewriters from Iowa Business Machines . Motion carried. Assistant Chief of Police Dolan spoke regarding a new employee hired through CETA 2 weeks ago and a problem with communications for she is not a resident of Black Hawk County and CETA now can no longer fund her. Discussion followed. Roehr asked about four accidents the Police Department had and repairs to their vehicles . The Committee asked to have copies of all accident reports, so they may keep better informed on how often accidents happen to the same driver, whose responsible and who pays . Dolan mentioned a research that is going on now on repairs and he should have a full report in a couple of days . Fire Chief Smith requested repairs to an old fire truck with new reserve pumper, diesel engine, automatic transmission, power steering and rebuild brakes for around $16, 000. This money is not budgeted for and Plan and Program Dir. Franke and the Mayor will get together on this; they must revise budget and will have an answer by next week. Fire Chief mentioned his recommendation of Vehicle Sales and Service Company of Alexander, Iowa in the amount of $20, 801 . 00 for one Ambulance for use by the Fire Department . The Committee approved, and this is on the agenda for Council approval tonight. Mayor Rooff reported on hearing from Mr. Retterath' s attorney, requesting a settlement of $6800 . Mayor told him the Council stood firm on their offer to pave the drive and the rest he will have to go to court to get .
