Rooff Public Safety Committee Members Finance Committee Members 715 Mulberry Street Waterloo, Iowa 50705 Dear Sirs : Attached is a copy of a letter received from the Black Hawk County Comprehensive Employment and Training Programs Office (CETA) which indicates that our part-time school crossing guards will no longer be funded with federal money. Our department presently employs three crossing guards; each guard works two hours a day, before and after school ; 8 :00 A.M. to 9:00 A.M. and 3:00 P.M. to 4 :00 P.M. each school day of the year, at the designated intersection shown below opposite each name. Darlys Clark Parker Street and Highway 20 Flaurette Beaver Arlington St. and Highway 63 Marly Clark Idaho St. and Highway 20 The main function of the crossing guards is to assist the school children in their respective districts to cross the heavily traveled highways safely. These intersectionsare crossed by students attend- ing Logan Jr. High, Roosevelt Elementary, St. Mary's, McKinstry Jr. High and Francis Grout Elementary. Following is a breakdown of the traffic count at each intersection including the number of vehicles traveling north, south , east and west. The year indicated is the latest available figure from the city of Waterloo Engineer's Office. Honorable Mayor Leo P. Rooff Page 2 1970 Idaho and Highway 20 (East) 10,230 Vehicles 1975 Parker and Highway 20 (West) 16,244 Vehicles 1978 Arlington and Highway 63 (North) 17,066 Vehicles The Engineer' s Office estimates a two percent per year increase in traffic flow. Using this figure, the projected traffic flow at the aforementioned intersections for 1979 would be as follows : Idaho and Highway 20 (East) 17,372 Vehicles Parker and Highway 20 (West) 17,583 Vehicles Arlington and Highway 63 (North) 17,407 Vehicles During the fiscal year July 1 , 1978 - June 30, 1979, the three cross- ing guards received an hourly wage of $3. 75 and worked a total of 1 ,076 hours for a total of $ 4,035.00. If the crossing guards were to be maintained this year, they normal- ly would have received a 25 cents per hour increase or $4. 00 per hour. The Waterloo Community School System has scheduled 180 'student days ' for the FY80 school year. This would give the three crossing guards 1 ,080 working hours for a total of $4,320. 00. The termination of the school crossing guards from the CETA Program was not anticipated by the Police Department. There are no funds in the Police Department budget to defray the expense of the crossing guards and it is not feasible to transfer monies of other accounts within the Police Department. However, we do feel the crossing guards perform a worthwhile and important function within the community and should be retained. We will be meeting with the School Administration during the week of July 23, 1979, and it will be necessary for us to know the following: A. Would the City be willing to fund the program? B. Would the City partially fund the program? C. Would the City not be willing to fund the program? We submit this proposal for your study and consideration.
