The Finance Committee of the City of Waterloo, Iowa, met in the Mayor ' s Con-
ference Room in City Hall at 6 : 30 P .M. , on July 2, 1979 .
Council Member Getty, Chaitiiian, presiding .
On roll call : Present: Getty, Roehr, Wilharm. Absent: Dowie .
Chairman Getty called the meeting to order .
Mayor Rooff wanted to make sure all were aware that the lease agreement between
the Police Department and Hanawalt Ford was for three years . Questioned was, if
City pays for maintenance, and Larry Dolan, Asst. Chief of Police reported the
City does pay for maintenance except for the 12 , 000 mile warranty. Chairman
Getty reported very minimal maintenance the first three years of use, no major
concerns .
Questioned was , how many miles would be put on these cars after two years , and
Dolan said on an average of 20, 000 to 30, 000 . Mentioned was if this was three
years of payment with no break, and Dolan said he would visit with City Atty.
Hultman about the lease and would get a copy to the Finance Committee.
Jack Geist from Humane Society talked to the Committee of their problem of
reduction in animals effecting revenue and some proposed moderate changes .
He said the reduction is good as far as this is what they were working with the
City to accomplish. He said reduction in animals was due to the stiff City
Ordinance , and mandatory sterilization, this has really cut down on the litters
of cats and pups they used to see at the Humane Society, also an increase in
Community support and programs and have been put on through the Society to
teach the kids how to care for pets , and the responsibility involved. Geist
reported a 16% drop in Waterloo animals and gave these figures of average income
from Waterloo animals from 7-78 to 12-78 was $3, 438 . 00 and from 1-79 to 5-79 was
$2, 621 . 00 .
Geist also mentioned additional services offered from Humane Society such as
lost and found, 24 hour rescue service, pet cemetery, pet sanctuary, newsletter,
etc . , that they support themselves .
The request Geist brought were changes in the contract with the City. Charges
changed from the initial fee of $9 . 50 to $10 . 50 and boarding fee changed from
$3 . 00 to $3 . 50 per day.
Ron Kittrell from Humane Society passed out copies of their annual audit with
Fiscal Year ending October.
Discussed was, if the Society was aware of the fact the City could not continue
to support their loss of revenue due to reduction of animals . Jack Geist
understood this was not a permanent subsidy, and they were delighted to see the
figures decline in animal population, but were still faced with higher costs .
Chairman Getty requested consulting with Bill Hoffman in Sanitation and Animal
Control on this before the Committee accept the proposal . Mayor Rooff said
he would give a copy of this contract to Mr . Hoffman and discuss it with him.
Tom Campbell, Finance Director reported receiving a $19, 099 . 00 refund from Bus
Company, as the state reimbursed us .
Chairman Getty, called for additional business , there was none , and closed the
meeting at 6 : 54 P .M.
