The Finance Committee of the City of Waterloo, Iowa, met in the Mayor's Conference
Room in City Hall at 6:30 P.M. on April 16, 1979.
Council Member Getty, Chairman, presiding.
On roll call, present: Dowie, Getty, Roehr and Wilharm.
Chairman Getty called the meeting to order and asked for any business.
Mayor Rooff stated the N.E. Crime Commission has submitted a grant application which
has been approved for a computor, which would be countywide with the possibility of
national. He had no information on where it would be placed and said it was some time
away from being a reality. Be asked to be allowed to sign for the City to participate
along with other cities, and this would fit in with present metro law enforcement work.
A discussion followed covering, Chief of Police recommends it, federal grant with City's
match to be a very low figure (federal grant for improvement of system to be approximately
$200,000 with City's match to be $870+. Recurrance would be $100,000 per year and
split by those using system) . Designed by consultant to implement information of
Waterloo, Cedar Falls, Black Hawk County, Clerk of Courts and Court Administrator.
Need 28E agreement to allow this; instead of permanent, would be renewed annually;
Chairman of Board of Supervisors and Mayors of cities to sit as non-voting members.
Chairman Getty raised question if County and each city would have equal time, if
reduction in staff, etc.
Moved by Council Member Wilharm and Seconded by Council Member Roehr that this
be submitted to City Council for Council approval. Motion carried.
Mayor Rooff reported that the Council visited the Waterloo Cablevision, Inc. and saw
the progress being made; in the present ordinance such things as convertor, movies,
etc. were not included and Mr. Alan McDonald would like a date of public hearing set
for the establishing of fees for these items.
Council Member Bowers reported the Building and Grounds Committee had met and needed
$12,000 to clean furnace, caulk windows, refurbish the Council Chambers paneling, etc.
Mayor Roofisaid the building was under the jurisdiction of the City Clerk and we know
where the money will come from.
Moved by Council Member Wilharm and Seconded by Council Member Dowie that the Finance
Committee approving the $12,000. Motion carried.
Plan and Program Director Franke asked for an executive session for discussion on
acquisition of property.
Chairman Getty polled Committee and said request would be granted but first called for
any other business and there was none.
Moved by Council Member Dowie and seconded by Council Member Roehr that the Finance
Committee go into executive session to discuss acquisition of property. Motion carried.
The Finance Committee went into closed executive session.
Chairman Getty asked that the records show the Finance Committee has returned from
executive session and the meeting was closed at 6:54 P.M.
