HomeMy WebLinkAbout04/09/1979 (2) Final_ Committee Meeting April 9, 1979 Mayor's Conference Room City Hall, Waterloo, Iowa The Finance Committee of the City of Waterloo, Iowa, met in the Mayor's Con- ference Room in City Hall at 6:30 P.M. on April 9, 1979. Council Member Getty, Chairman, presiding. On roll call, present: Dowie, Getty, Roehr and Wilharm. Chairman Getty called the meeting to order and asked Human Rights Director Furgerson to report on three-year renewal lease at increased rental rate per uunth. Human Rights Director Furgerson reported in October, 1978 the Human Rights Commission voted to renew the office space rental for three year period and the lease was the same but the monthly rent was increased. A year ago she had anticipated an increase upon lease renewal and had included an estimated increase in F.Y. 1979 budget, however she is $10.00 per month short for six months, which she is meeting by closer spending on other items in her budget. The Human Rights staff has four employees, including the Director, but Title VII has eight and will be adding one more and said Commission provides the office space for them. Chairman Getty thanked B. J. Furgerson for her report and called for other business. Mayor Rooff reported the City Attorney has advised that the Council could not meet in a closed executive session on salaries for department heads and non- union employees and that last week the City Attorney thought the Finance Com- mittee was talking about collective bargaining employees. City Attorney Hultman stated under Section 20.17, employee collective bargain- ing organizations, paragraph 3, closed executive sessions could be held as provided therein; however, open sessions had to be held on other salary dis- cussions; but, if the closed session was necessary to evaluate the professional competency of an individual whose appointment, hiring, performance or discharge is being considered, to prevent needless and irreparable injury to that individual's reputation, that individual could request a closed session. A discussion followed and Chairman Getty stated the Finance Committee has now received legal opinion that it could not hold a closed executive session to discuss salaries. The question was asked when salary resolution had to be adopted and published and Clerk Gibbs stated no later than first payroll in July, 1979 which would be F.Y.1980 budget. Council Member Bowers, Chairman of Public Buildings and Grounds Committee, asked for in the vicinity of $5,000 to clean up the building and was told to get a price and bring to the Finance Committee. Finance Director Campbell reported the office supply contract with Matt Parrott & Co. would be up for renewal soon. Discussed was time taken by various depart- ments to do paper work, giving business all to one firm, taking bids, etc. Chairman Getty called for additional business, there was none, and called the meeting closed.
