Mayor's Conference Room Waterloo, Iowa The Finance Committee of the City of Waterloo, Iowa, met in the Mayor's Conference Room in City Hall at 6:30 P.M. on March 5, 1979. Councilman Getty, Chairman, presiding. On roll call: Present: Getty, Roehr, Dowie, Wilharm. Chairman Getty Called the meeting to order. Councilman Dowie brought to the floor that several months ago the Committee discussed whether it had authority legally over the Boards and Commissions to approve or disapprove expenditures if the budget was not over spent, and that the Board and Commission Members should be the ones to pass on.these expenditures, especially at times of critical need to fix, service or repair, pointing out the bills were being submitted to this Committee for review basically as a courtesy. Mayor Rooff reported the Finance Committee had no authority legally over the Board and Commissions on spending within their budget but needed to be kept informed. Councilman Dowie remarked that no formal policy has been adopted and it is not in concrete form. Mayor Rooff replied that we would be getting monthly reports in detail so that we would have a handle on this. Councilman Dowie mentioned if they did go over the budget they would have to come here or couldn't operate, and he would like the policy adopted that the various Commissions could submit their bills and not worry about $100 limitations. Councilman Roehr noted that Department Heads come to the Committee. Mayor Rooff said Boards and Commissions by law can spend as they see fit as long as they stay within their budgets. Councilman Dowie felt for the Committee to be critical, there was nothing to it. Chairman Getty mentioned as the governing body perhaps Council could take it out of ordinance and start again and Mayor Rooff said that would depend on how the Board or Commission was set up as on some, like Airport and Water Works, it could require an election. Chairman Getty pointed out it was the Council's responsibility to see that they were within their budget and was the one to get all the flack. Mayor Rooff felt the Committee could not say no to something the Board or Commission wanted to buy when it was within the budget and an official policy was needed that this was their budget, and they spend it, and they sivuld give us the courtesy of monthly reports. Councilman Roehr favored that the Council request the monthly reports. Chairman Getty asked that the Boards and Commissions submit a monthly report. Councilman Dowie said let it be officially recorded in the minutes to let them have the authority to run it . Councilman Getty again felt the Council would catch the flack and Mayor Rooff felt with monthly reports over spending of budget would be caught. Milk Sanitarian Halbach asked for approval of purchase of vehicle which was in 1980 budget as the car being used was unreliable. He submitted bids of Koenig car $4500, Pinto $4220, Chevette $4120 and stated the Pinto has more accessories and the Department choice was Pinto, who would agree to May delivery and July payment. Chairman Getty asked that the Crossroad Ford bid for Pinto be accepted and to be paid for after July 1, 1979 , and approved by Committee. Water Pollution Control Plant Supt. Bottorff asked for a blanket order for 10,000 gallons of gasoline for flood protection purposes approved. He stated the City was looking for additional pumps to handle 22,000 gallons per minute and if found would like to make committment with Mayor's approval. Approved. Mayor Rooff reported Wednesday there would be a meeting of contractors to get their inventories. Chairman Getty called for further business, there was none, and called for the records to show the meeting closed at 6:45 P.M. Katherine Gibbs, City Clerk
