Motion carried. Moved by Blitsch, seconded by Luce to approve the December 22, 2009 Minutes as mailed. Motion carried. 11NFINISHEI) RI JSINE SS The Civil Service List for Fire Lieutenant was presented for approval. Human Resources on 9/21/09 and Civil Service on 10/1/09 approved the position. There are two current vacancies and the list is used for out-of-rank assignments. A written test was conducted on 11/5/09 with 17 candidates taking the test. No one passed the test. After discussing a number of alternatives, the decision was made to lower the passing score to 60%, repost the position and give a different version of the written test that uses the same preparation materials. The Civil Service Commission approved this change on 11/23/09. The second written test was administered on 1/20/10 and 12 candidates took this test with 8 candidates passing the test. Oral interviews were conducted on 2/11/10 by a panel of Battalion Chiefs Mike Jenn, Mike Junk and Dave Boesen, Fire Captains Dave Haugen and Pat Treloar and Training Officer Captain Mike Moore with Cheryl Huddleston from Human Resources monitoring the interviews. Two candidates did not score high enough to pass the interview. Moved by Blitsch, seconded by Luce: We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible based upon the examination process as set forth by the Civil Service Commission for the appointment to the position of Fire Lieutenant for the City of Waterloo, Iowa. Appointment(s) shall be made from this list for the next two years (February 15, 2010—February 14, 2012). The Civil Service List for Rehabilitation/Relocation Specialist-Community Development was presented for approval. Human Resources on 11/2/09 and Civil Service on 11/23/09 approved the position. This position has been vacant for several years due to a resignation. We advertised in the Courier, on the City website and cable access channel, notices were sent to the agencies, organizations and individuals on the Affirmative Action List and posted in all City departments. In addition, notices were sent to NIACC Building Trades, Hawkeye Community College Industrial and Engineering Department, Ellsworth Community College, DMACC and all entitlement cities in Iowa (Cedar Falls, Dubuque, Davenport, Iowa City, Cedar Rapids, Council Bluffs, Sioux City, West Des Moines, Ames, Des Moines). We received 26 resumes and 14 candidates were invited to interview on 1/12-13/10. One candidate cancelled, 1 did not show for his interview and 4 candidates did not score high enough to pass the interview. The list has 5 white males, 1 white female, 1 Hispanic female and 1 black female. Moved by Luce, seconded by Blitsch: We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible based upon the examination process as set forth by the Civil Service Commission for the appointment to the position of Rehabilitation/Relocation Specialist for the City of Waterloo, Iowa Community Planning & Development Department. Appointment(s) shall be made from this list for the next year(February 15, 2010—February 14, 2011). A corrected list for Fire Captain was presented. Normally, when there is a Civil Service List with only one name, the narrative says, "Exhausts upon appointment." Fire Rescue has advised that this list needs dates on it, because, depending on who is promoted to the anticipated Battalion Chief vacancy, this list may not be used except for out-of-rank assignments and Fire Rescue doesn't want an open-ended list. Moved by Blitsch, seconded by Culp to approve the Civil Service List for Fire Captain as corrected: We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible based upon the examination process as set forth by the Civil Service Commission for the appointment to the position of Fire Captain for the City of Waterloo, Iowa. This list shall be used to fill any vacancy in the Fire Captain classification from December 22, 2009—December 21, 2011. List shall exhaust upon appointment. CERTIFIED LIST Anthony McGrane Motion carried. The Civil Service List for Police Chief was presented for approval. Human Resources on 12/14/09 and Civil Service on 12/22/09 approved the position. Chief Jennings retired 1/8/10 and the City conducted a nationwide search. We advertised in the Courier, listed the position on the City website and cable access channel, notices were sent to agencies, organizations and individuals on the Affirmative Action list, posted in all City departments, posted on policeone.com, officer.com, policerecruiter.com and craigslist.org. We received 17 resumes and 8 candidates were interviewed on 2/11-12/10 by Civil Service Commissioners Luce and Culp, Sergeant Randy Chapman from the Waterloo Police Department, Police Chief Jeff Olson from Cedar Fall, Jerome Amos from the Human Rights Commission, Sharon Goodson from the NAACP and Human Resources Director Bob Stringer. The Civil Service List contains the names of 1 black male and 7 white males, including 2 current Waterloo Police Department captains. Moved by Blitsch, seconded by Culp: We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible based upon the examination process as set forth by the Civil Service Commission for the appointment to the position of Police Chief for the City of Waterloo, Iowa Police Department. Appointment(s) shall be made from this list for the next year (February 15, 2010 — February 14, 2011).
