Motion carried.
Moved by Blitsch, seconded by Luce to approve the November 23, 2009 Minutes as mailed.

UNFINISHED RIJSINESS
The Civil Service List for Fire Captain was presented for approval. Human Resources approved
the position on 9/21/09 and Civil Service on 10/1/09. There is an anticipated vacancy due to a
retirement and the list is used for out-of-rank assignments. A written test was conducted on
11/6/09 with three candidates taking the test. Two candidates passed the test and WFR Battalion
Chiefs Mike Junk and Mike Jenn, WFR Captain Pat Treloar and Fire Captains Scott Siberski and
Doug Allen from Ames interviewed the candidates on 12/15/09. One candidate did not pass the
interview. Moved by Luce, seconded by Blitsch:
We, the members of the Civil Service Commission, certify the following list of applicants, who are
eligible based upon the examination process as set forth by the Civil Service Commission for the
appointment to the position of Fire Captain for the City of Waterloo, Iowa. List shall exhaust upon
appointment.

Updates
Fire Lieutenant - approved by Human Resources on 9/21/09 and by Civil Service on 10/1/09.
There are two current vacancies and the list is used for out-of-rank assignments. A written test
was conducted on 11/5/09 with seventeen candidates taking the test. No one passed the test.
After discussing a number of alternatives, the decision was made to lower the passing score to
60%, repost the position and give a different version of the written test that uses the same
preparation materials. The Civil Service Commission approved this change on 11/23/09. The
written test will be given in early January. We will allow any additional candidates to apply who
may not have taken the test the first time due to the 70%passing requirement.
Rehabilitation/Relocation Specialist-Community Development — approved by Human Resources
on 11/2/09 and by Civil Service on 11/23/09. This position has been vacant for several years due
to a resignation. We received twenty-six (26) resumes and have invited fourteen (14) candidates
to interview on January 12-13, 2010.
NEW BUSINESS
The job description and testing criteria for Police Chief was presented for approval. Chief
Jennings will be retiring effective 1/8/10 and the City is planning a nationwide search. There
have not been any changes to the job description and testing criteria. Moved by Luce, seconded
by Blitsch to approve the job description and testing criteria for Police Chief. In response to a
question, one or more of the Civil Service Commissioners will be involved in the interview
process.
