Motion carried. Moved by Culp, seconded by Blitsch to approve the October 1, 2009 Minutes as mailed. Motion carried. NEW RIJSINESS The job description and testing criteria for Rehabilitation/Relocation Specialist-Community Development was presented for approval. The Human Resources Committee on 11/2/09 approved beginning the Civil Service process. This position has been vacant for several years due to a resignation. We did not have good success with the candidates interviewed for the Rehabilitation Specialist position that was approved several months ago. Meanwhile, some changes in funding made it apparent that we would be better off filling this position and leaving the Rehabilitation Specialist position vacant. There have been just a few small changes in the job description and testing criteria. Moved by Blitsch, seconded by Culp to approve the job description and testing criteria for Rehabilitation/Relocation Specialist-Community Development. Motion carried. We have made changes to Chapter V of the City of Waterloo Civil Services Rules to more accurately reflect our current needs. These changes are in compliance with current Iowa Code, Chapter 400. The changes are highlighted: (1) allows the Commission to certify a list of up to forty names with the number of names to be certified for a specific position determined and approved by the Commission prior to the beginning of the testing process; (2) allows entry and open certified lists to be certified for up to three years from the date of certification. Moved by Culp, seconded by Blitsch to approve the changes to Chapter V of the City of Waterloo Civil Service Rules as detailed. Motion carried. IJNFINISHED RIJSINESS Fire Chief Carter has requested that the Commission extend the expiration date of the current Fire Recruit Civil Service List by six months to May 18, 2010. The current list expires on November 18, 2009, but there are still many good candidates left on the list with three open positions that hopefully will be filled before we could complete a new testing process. The testing process is expensive, time consuming and could not be done until spring due to weather considerations for the physical ability test. We are also looking at combining recruitment and testing with the City of Cedar Falls to save some money. Moved by Blitsch, seconded by Culp to extend the expiration date of the current Fire Recruit Civil Service List to May 18, 2010. Motion carried. `� Updates Fire Captain — approved by Human Resources on 9/21/09 and by Civil Service on 10/1/09. There is an anticipated vacancy due to a retirement and the list is used for out-of-rank assignments. A written test was conducted on 11/6/09 with three candidates taking the test. We are waiting for the results. A candidate must score 70% or higher on the written test to proceed to the oral interviews. Fire Lieutenant - approved by Human Resources on 9/21/09 and by Civil Service on 10/1/09. There are two current vacancies and the list is used for out-of-rank assignments. A written test was conducted on 11/5/09 with seventeen candidates taking the test. We are waiting for the results. A candidate must score 70% or higher on the written test to proceed to the oral interviews. OTHER RIISINESS None With no further business, moved by Blitsch, seconded by Culp to adjourn.
