Due to confusion regarding language in Chapter V of the City of Waterloo Civil Service Rules &
Regulations, Item A under Other Business was removed from the Agenda. Moved by Blitsch,
seconded by Luce to approve the October 1, 2009 Agenda as amended. Motion carried.
Moved by Luce, seconded by Blitsch to approve the July 29, 2009 Minutes as mailed. Motion
carried.
UNFINISHED RIJSINESS
Police Lieutenant Frank Krogh provided a list to the Civil Service Commission of names to be
removed from the current Civil Service List for Police Recruit. Benjamin Kueter, Bobby Wright,
Dustin Dallenbach, Cody O'Hare and Howard Jursik requested their names be removed from the
list. Richard Hollenbeck and Brian Anderson are no longer being considered for employment by
the Waterloo Police Department for failure to pass the background investigation. Since the
remaining name on the list will be offered employment, the current list is exhausted. Moved by
Luce, seconded by Blitsch to remove the listed names from the current Police Recruit Civil Service
List. Motion carried.
The new Civil Service List for Police Recruit was presented for approval. The position was
approved by the Human Resources Committee on 5/11/09 and by the Civil Service Commission on
5/22/09. The position was advertised in the Courier, listed with Workforce Development, a notice
sent to the agencies and organizations on the Affirmative Action List, posted on the City website
and cable access channel, a notice sent to regional schools with law enforcement related programs
and posted on a couple police specific websites - policeone.com and officer.com. We received 199
resumes. Testing began on 8/18/09 with a physical ability test. Ninety-five candidates took the test
(77 WM, 12 WF, 4 BM, 1 HM, 1 As/Pac M) but only 63 passed (50 WM, 7 WF, 4 BM, 1 HM, 1
As/Pac M). The written test was held that evening and one candidate did not show for the exam.
Fifty passed the written test (40 WM, 2 BM, 7 WF, 1 As/Pac M). Interviews were conducted Sept
16-18, 21-22 by Police Lieutenant Frank Krogh, Police Detective Rob Duncan and Administrative
Secretary Mary Peterson. Of the 50 invited to interview, only 41 (32 WM, 7 WF, 1 BM, 1 As/Pac
M) actually were interviewed. There were 2 no shows, 3 cancellations, 3 were eliminated due to
their motor vehicle record and 1 admitted excessive drug use prior to being interviewed. One
candidate did not pass the interview. The list being presented for approval has 17 white males and
3 white females. The reserve list has 9 white males and 1 white female. Moved by Blitsch,
seconded by Luce:
We, the members of the Civil Service Commission, certify the following list of applicants, who are
eligible, based upon the ex&iination process as set forth by the Civil—Service Commission for the
appointment to the position of Police Recruit for the City of Waterloo, Iowa Police Department.
Appointment(s) shall be made from this list for the next two years (October 1, 2009 — September
30, 2011).

Update
Instrumentation Control Technician
The process continues to be on hold due to budget concerns. This item will be removed from
future updates until there is going to be movement on it.
NEW RIJSINESS
The job description and testing criteria for Fire Captain was presented for approval. The Human
Resources Committee on 9/21/09 approved beginning the Civil Service process. There is one
anticipated vacancy due to retirement and the list is also used for out-of-rank assignments. There
are changes from previous testing. The Training Officer will no longer be appointed from the
Fire Captain list. It will revert back to being a separate civil service classification. There will
now be a 70% passing score required for the written test. The written and oral portions of the
testing are each worth 50% of the total score. A reading list for the written test was distributed in
February 2009 so the candidates have been given a significant amount of study time. Moved by
Culp, seconded by Blitsch to approve the job description and testing criteria for Fire Captain.
Motion carried.

OTHER RTJSINESS
Jason Kayser, Fire Engineer, has submitted a request to have his name added to the current Civil
Service List for Fire Inspector under Iowa Code Chapter 400.9(4)(b). Jason previously held the
Fire Inspector classification. Moved by Blitsch, seconded by Culp:
In accordance with Iowa Code Chapter 400.9(4)(b), Jason Kayser's name has been added to the
current Civil Service List for Fire Inspector, scheduled to expire on July 30, 2010.
Motion carried.
With no further business, moved by Blitsch, seconded by Culp to adjourn. Motion carried.
