Moved by Culp seconded by Luce to approve the July 29, 2009 Agenda as mailed. Motion
carried.
Moved by Luce, seconded by Culp to approve the July 2, 2009 Minutes as mailed. Motion carried.
IJNFINISHED RI TSINESS
The Civil Service List for Park Maintenance II-Forestry/Leisure Services was presented for
approval. This is an additional budgeted position. The position was approved by the Human
Resources Committee on 12/1/08 and by the Civil Service Commission on 1/8/09. The position
was advertised in the Courier, posted on the City website and cable access channel, a notice sent to
the agencies & organizations on the Affirmative Action List, Workforce Development, and a
variety of journals and regional schools with an urban forestry program and posted in all City
departments. We received 15 resumes and invited 6 candidates to interview. Bill Bachman, Todd
Derifield and JB Bolger from Leisure Services and Cheryl Huddleston from Human Resources
interviewed the candidates on 7/15/09. One candidate cancelled and 3 did not pass the interview.
A Civil Service List with 2 white males was presented for approval. Moved by Luce, seconded by
Culp:
We, the members of the Civil Service Commission, certify the following list of applicants, who are
eligible, based upon the examination process as set forth by the Civil Service Commission for the
appointment to the position of Park Maintenance II-Forestry for the City of Waterloo, Iowa Leisure
Services Department. Appointment(s) shall be made from this list for the next year (July 29, 2009
—July 28, 2010).

Updates
Police Recruit
Approved by Human Resources Committee on 5/11/09 to begin Civil Service process and by Civil
Service Commission on 5/22/09. Current list has only 4 names remaining and will be exhausted
soon. Advertised in the Courier, listed with Workforce Development a notice sent to the agencies
and organizations on the Affirmative Action List, posted on the City website, cable access channel
policeone.com and officer.com. Received 199 resumes. Testing begins 8/18/09 with a fitness test
and written exam. The top 70 candidates will proceed to the interview portion of testing.
Instrumentation Control Technician
The job description and testing criteria were approved the last meeting, but the process has been
put on hold due to budget concerns.
