Moved by Luce seconded by Blitsch to approve the July 2, 2009 Agenda as mailed. Motion carried.
Moved by Blitsch, seconded by Luce to approve the May 22, 2009 Minutes as mailed. Motion carried.
ITNFINISHFD RIJSINESS
The Civil Service List for Chief Electrical Inspector-Building Inspections was presented for approval. There is a
vacancy due to a resignation. The position was approved by the Human Resources Committee on 4/20/09 and by
the Civil Service Commission on 5/22/09. The position was advertised in the Courier, posted on the City website
and cable access channel, a notice sent to the agencies & organizations on the Affirmative Action List, IBEW
union hall and Iowa Workforce Development and posted in all City departments. We received 13 resumes and
invited 12 candidates to interview. The remaining candidate was eliminated due to an OWI. Brian Baker-
Building Inspections, Kent Quin-Waste Management and Cheryl Huddleston-Human Resources interviewed 11
candidates on 6/17-18/09. The 12th candidate did not show for his interview. A Civil Service List with 10 white
males and a reserve list with 1 white male are being presented for approval. Moved by Luce, seconded by Blitsch:
We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible, based
upon the examination process as set forth by the Civil Service Commission for the appointment to the position of
Chief Electrical Inspector for the City of Waterloo, Iowa Building Inspections Department. Appointment(s) shall
be made from this list for the next year(July 2,2009—July 1, 2010).

The Civil Service List for Medical-officer-Fire Rescue was presented for approval. There is a vacancy due to a
retirement. The position was approved by the Human Resources Committee on 4/20/09 and by the Civil Service
Commission on 4/30/09. The job notice was posted at all fire stations. Only 1 resume was received and Barb
McBride-Medical Supervisor Fire Rescue, Mike Junk-Fire Battalion Chief, Jason Hernandez and Bill Beck-Fire
Medical Officers and Cheryl Huddleston-Human Resources Manager interviewed that candidate on 6/19/09. The
Civil Service List has 1 white male. Moved by Luce, seconded by Blitsch:
We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible based
upon the examination process as set forth by the Civil Service Commission for the appointment to the position of
Medical Officer for the City of Waterloo, Iowa Fire Rescue Department. List shall exhaust upon appointment.

Updates
Park Maintenance II Forestry-Leisure Services
Previously advertised early in 2009. Received 15 resumes and interviewed 7 candidates but only 1 passed the
interview. The list was certified and this candidate offered the position, which he declined. Advertised again,
putting ad in a couple journals and some regional schools with urban forestry programs in addition to our normal
advertising venues hoping to get better group of candidates. Received 15 resumes and 6 candidates have been
invited to interview on 7/15/09.
Police Recruit
Approved by Human Resources Committee on 5/11/09 to begin Civil Service process and by Civil Service
Commission on 5/22/09. Current list has only 4 names remaining and will be exhausted soon. No changes in job
description or testing process, which is long with written, physical ability and interviews. About 70 resumes
received to date. Deadline date is 7/17/09. Actual testing begins on 8/18/09 with the physical ability and written
exams.
NFW Ri1SINESS
The job description and testing criteria for Instrumentation Control Technician-Waste Management Services
was presented for approval. The Human Resources Committee has not yet approved beginning the Civil
Service process, but we wanted to get Civil Service approval so we could advertise right away after Human
Resources approval. There is a slight change in the job description. This group of candidates won't be required
to have a journeyman electrical license, we just prefer they do- since we already have a couple Instrumentation
Control Technicians with the electrical license. Moved by Blitsch, seconded by Luce to approve the job
description and testing criteria for Instrumentation Control Technician-Waste Management Services. Motion
carried.
