Kerry Burt's request to schedule an Appeal Hearing as been withdrawn so this item has been
removed from the Agenda. Moved by Blitsch seconded by Luce to approve the May 22, 2009
Agenda as amended. Motion carried.
Moved by Blitsch, seconded by Luce to approve the April 30, 2009 Minutes as mailed. Motion
carried.
ITNFINISHFD RI TSINESS
The Civil Service List for Signal Technician II-Traffic Operations was presented for approval. The
position was approved by the Human Resources Committee on 10/27/08 and by the Civil Service
Commission on 10/29/08. The position was advertised in the Courier, placed on the City and IMSA
websites and cable access channel, a notice sent to the agencies & organizations on the Affirmative
Action List and Iowa Workforce Development and posted in all City departments. We received 11
resumes and invited 4 candidates to interview. Two cancelled their interview and Randy
Heiberger-retired Traffic Signal Foreman, Kent Quin-Waste Management and Cheryl Huddleston-
Human Resources interviewed the other 2 candidates. Although both passed their interview, a list
was not brought to Civil Service for certification because of residency issues with both candidates.
We advertised again and receive 6 additional resumes. Four candidates were invited to interview
on 5/20/09. One candidate did not show for his interview and the other 3 passed the interview. A
list with 5 white males including the 2 candidates that passed the testing the first time is being
presented. Moved by Luce, seconded by Blitsch:
We, the members of the Civil Service Commission, certify the following list of applicants, who are
eligible, based upon the examination process as set forth by the Civil Service Commission for the
appointment to the position of Signal Technician II for the City of Waterloo, Iowa Traffic
Operations Department. Appointment(s) shall be made from this list for the next year (May 22,
2009—May 21, 2010).

Updates
Park Maintenance II Forestry-Leisure Services
Previously advertised early in 2009. Received 15 resumes and interviewed 7 candidates but only 1
passed the interview. The list was certified and this candidate offered the position, which he
declined. Advertised again, putting ad in a couple journals and some regional schools with urban
forestry programs in addition to our normal advertising venues hoping to get better group of
candidates. To date, we have received only 1 resume and the candidate does not meet the
qualifications and also has an OWI. The notice appears in the forestry journals next week.
Medical Officer-Waterloo Fire Rescue
The Human Resources Committee on 4/20/09 and the Civil Service Commission on 4/30/09
approved the position. There is a vacancy due to a retirement. The position was posted at all fire
stations and we received 1 resume.
Chief Electrical Inspector-Building Inspections
The Human Resources Committee on 4/20/09 and the Civil Service Commission on 4/30/09
approved the position. There is a vacancy due to a resignation. The position was advertised in
the Courier, listed with Iowa Workforce Development, a notice sent to the agencies and
organization on the Affirmative Action List and with IBEW, on the City website, the cable
access channel and in all City departments. We received 13 résumés and will be scheduling
interviews soon.
NEW BIJSINESS
The job description and testing criteria for Police Recruit was presented for approval. The
Human Resources Committee on 5/11/09 approved beginning the Civil Service process. The
current list has only 4 names remaining and will be exhausted soon. There are no changes in the
job description or testing criteria. The testing process is lengthy, involving written, physical
ability and interview segments. Moved by Luce, seconded by Blitsch to approve the job
description and testing criteria for Police Recruit. Motion carried.
