HomeMy WebLinkAbout03/11/2009 CIVIL SERVICE COMMISSION MINUTES March 11,2009 7:30 a.m. Carnegie Conference Room Members Present: Tim Luce, Bonetta Culp, John Blitsch Member Absent: David Meeks (ex officio) Others Present: Sandie Greco, Todd Derifield, Frank Krogh, Robert Stringer, Cheryl Huddleston Luce noted that the Agenda approval date should be March 11, 2009, not March 4, 2009. Moved by Luce, seconded by Blitsch to approve the March 11, 2009 Agenda as mailed. Motion carried. Moved by Culp, seconded by Blitsch to approve the February 4, 2009 and March 2, 2009 Minutes as mailed. Motion carried. UNFINISHED RITSINESS The Civil Service List for Park Maintenance II/Forestry-Leisure Services was presented for certification. The Human Resources Committee on 12/2/08 approved beginning the Civil Service process. The Civil Service Commission on 1/8/09 approved the job description and testing criteria. This is an additional budgeted vacancy. The position was advertised in the Courier, listed with Workforce Development and on the Cable Access channel, posted on the City website, a notice sent to the agencies and organizations on the Affirmative Action List and NEICC-Calmar, and posted in all City departments. We received 18 resumes and 11 candidates were invited to interview on 3/3/09 by a panel of Todd Derifield and J.B. Bolger from Leisure Services and Cheryl Huddleston from Human Resources. Three candidates cancelled their interview, 1 did not have his CDL so was not interviewed and 6 did not pass the interview. There is a list with 1 white male. In response to questions by the Commission on the small list, Huddleston explained that the other candidates had very little or no technical knowledge. Moved by Culp, seconded by Blitsch: We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible based upon the examination process as set forth by the Civil Service Commission for the appointment to the position of Park Maintenance II-Forestry for the City of Waterloo, Iowa Leisure Services Department. List shall exhaust upon appointment. CERTIFIED LIST William Ekwall Motion carried. The Civil Service List for Sewer Maintenance Worker-Waste Management Services was presented for certification. The Human Resources Committee on 10/13/08 approved beginning the Civil Service process. The Civil Service Commission on 10/29/08 approved the job description and testing criteria. There is a vacancy due to a retirement. The position was advertised in the Courier, listed with Workforce Development and on the Cable Access channel, posted on the City website"-, notice sent to the agencies and orgazations on the Affirmative Action List and posted in all City departments. We initially received 18 resumes but a review showed only a couple candidates who met the qualifications so we readvertised. We received 21 additional resumes and a total of 12 candidates were invited to interview on 3/5/09 by a panel of Gary Luck and Dick Olson from Waste Management and Robert Stringer from Human Resources. One candidate cancelled, 2 candidates did not show for the interview and 4 did not pass the interview. There is a list with 3 white males, 1 black male and 1 white female. Moved by Luce, seconded by Culp: We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible based upon the examination process as set forth by the Civil Service Commission for the appointment to the position of Sewer Maintenance Worker for the City of Waterloo, Iowa Waste Management Services Department. Appointment(s) shall be made from this list for the next year (March 11, 2009-March 10, 2010). CERTIFIED LIST Craig Knebel Joe Jones Chip Youngblut Jason Wilson Sherry Powers Motion carried. IJpdates Signal Technician I - approved by Human Resources Committee on 1/20/09 and by Civil Service Commission 2/4/09. There is a vacancy due to a retirement. Advertised in the Courier, listed with Workforce Development, posted on the Cable Access channel, a notice sent to the agencies and organizations on the Affirmative Action List, posted on the City website and in all City departments. Received 14 resumes and will be scheduling interviews soon. NEW BIJSINESS None. OTHER BUSINESS None. With no further business before the Commission, moved by Culp, seconded by Blitsch to adjourn.
