Moved by Blitsch, seconded by Culp to approve the February 4, 2009 Agenda as mailed. Motion carried.
Cheryl Huddleston, Human Resources Manager, distributed corrected Minutes. Moved by Blitsch, seconded by
Culp to approve the January 8, 2009 corrected Minutes. Motion carried.
ITNFINISHFD RIJSINESS
The Civil Service List for Associate Engineer was presented for certification. The Human Resources
Committee on 10/6/08 approved beginning the Civil Service process. The Civil Service Commission on
10/29/08 approved the job description and testing criteria. There is a vacancy due to a disability. The position
was advertised in the Courier, listed with Workforce Development and on the Cable Access channel, posted on
the City and American Public Works Association websites, a notice sent to the agencies and organizations on
the Affirmative Action List, University of Minnesota, Wisconsin, Illinois, Missouri, Nebraska, Iowa and Iowa
State and posted in all City departments. We received 5 resumes and 4 candidates were invited to interview on
1/29/09 by a panel of Jamie Knutson and Dennis Gentz from Engineering and Cheryl Huddleston from Human
Resources. One candidate cancelled and the list has 3 white males. Moved by Culp, seconded by Blitsch:
We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible based
upon the examination process as set forth by the Civil Service Commission for the appointment to the position of
Associate Engineer for the City of Waterloo, Iowa Engineering Department. Appointment(s) shall be made from
this list for the next year(February 4, 2009—February 3, 2010).

The Civil Service List for Rehabilitation Specialist was presented for certification. The Civil Service
Commission on 10/29/08 approved the job description and testing criteria. The Human Resources Committee
on 11/17/08 approved beginning the Civil Service process. There is a vacancy due to a resignation. The
position was advertised in the Courier, listed with Workforce Development and on the Cable Access channel,
posted on the City and NAHRO websites, a notice sent to the agencies and organizations on the Affirmative
Action List and posted in all City departments. We received 14 resumes and 5 candidates were invited to
interview on 2/3/09 by a panel of Rudy Jones and Mark Boesen from Community Development and Cheryl
Huddleston from Human Resources. One candidate cancelled, 1 candidate did not show for the interview and
the list has 2 white males and 1 white female. Moved by Blitsch, seconded by Culp:
We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible based

Rehabilitation Specialist for the ' of Waterloo, Iowa Community Pk ig & Development Department.

Signal Technician II - approved by Human Resources Committee on 10//29/08 and by Civil Service
Commission 10/29/08. There is a vacancy due to an anticipated promotion. Advertised in the Courier, listed
with Workforce Development, posted on the Cable Access channel, a notice sent to the agencies and
organizations on the Affirmative Action List, posted on the City website and the IMSA website and in all City
departments. Received 11 resumes and 4 candidates invited to interview on 1/7/09. Panel members were Kent
Quin from Waste Management, Randy Heiberger, retired Traffic Signal Foreman, and Cheryl Huddleston from
Human Resources. Two candidates cancelled their interview because of the residency requirement. The other 2
candidates passed the interview but 1 has made it clear he will not move within the 10-mile residency radius and
the other is from California and has some problems with canceling his lease. The Traffic Operations
Superintendent, after reviewing needs and budget, has elected not to fill this position at the present time.
Sewer Maintenance Worker - approved by Human Resources Committee on 10/13/08 and by Civil Service
on 10/29/08. There is a vacancy due to a retirement. Advertised in the Courier, listed with Workforce
Development, posted on the Cable Access channel, a notice sent to the agencies and organizations on the
Affirmative Action List, posted on the City website and in all City departments. We received 18 resumes but a
review showed only a couple candidates who meet the minimum qualifications so are currently readvertising.
Have received 17 additional resumes to date.
Park Maintenance II-Forestry - approved by Human Resources Committee on 12/1/08 and by Civil Service
on 1/8/09. Additional budgeted vacancy. Advertised in the Courier, listed with Workforce Development,
posted on the Cable Access channel, a notice sent to the agencies and organizations on the Affirmative Action
List and NE Iowa Community College in Calmar, posted on the City website and in all City departments. We
have received 13 resumes to date.
NEW BIJSINESS
The job description and testing criteria for Signal Technician I-Traffic Operations was presented for approval.
The Human Resources Committee on 1/20/09 approved beginning the Civil Service process. This is a vacancy
due to a retirement. This is a completely new job description. Moved by Culp seconded by Blitsch to approve
the job description and testing criteria for Signal Technician I-Traffic Operations. Motion carried.
OTHER BUJSINESS
None.
With no further business before the Commission, moved by Luce, seconded by Blitsch to adjourn. Motion
carried.
