Cheryl Huddleston, Human Resources Manager, requested to amend the Agenda by removing
Item B under Unfinished Business and add this item to Updates. Moved by Blitsch, seconded by
Culp to approve the January 8, 2008 Agenda as amended. Motion carried.
Moved by Luce, seconded by Culp to approve the October 29, 2008 Minutes as mailed. Motion
carried.
ITNFINISHED RITSINESS
The Civil Service List for Traffic Signal Foreman-Traffic Operations was presented for
certification. The Human Resources Committee on 10/29/08 approved beginning the Civil
Service process. The Civil Service Commission on 10/29/08 approved the job description and
testing criteria. There is a vacancy due to a death. The position was posted in all City
departments and 1 employee submitted a resume. Kent Quin from Waste Management, Randy
Heiberger, retired Traffic Signal Foreman and Cheryl Huddleston from Human Resources
interviewed him on 12/10/08. The list has 1 white male. Moved by Blitsch, seconded by Culp:
We, the members of the Civil Service Commission, certify the following list of applicants, who are
eligible based upon the examination process as set forth by the Civil Service Commission for the
appointment to the position of Traffic Signal Foreman for the City of Waterloo, Iowa Traffic
Operations Department. List shall exhaust upon appointment.

The Civil Service List for Police Sergeant was presented for certification. The Human Resources
Committee on 9/2/08 approved beginning the Civil Services process. The Civil Service
Commission on 9/2/08 approved the job description and testing criteria. There are several
anticipated vacancies the next couple years and the list is also used for out-of-rank assignments.
The position was posted in the Police Department and 19 officers submitted a résumé. A written
test was conducted on 12/3/08 and Sergeant Tony Robinson from Cedar Rapids, Lieutenant
Steve Radloff from Dubuque and Lieutenant Mike Venema from Davenport conducted
interviews on 12/11-12/08. One candidate did not interview. The list has 8 white males, 1 white
female and, 1 Asian/Pacific Islander male and the reserve list has 8 white males. Moved by

We, the members of the Civil Service Commission, certify the following list of applicants, who are
eligible based upon the examination process as set forth by the CiviP5ervice Commission for the
appointment to the position of Police Sergeant for the City of Waterloo, Iowa Police Department.
Appointment(s) shall be made from this list for the next two years (January 8, 2009 — January 7,
2011).

The Civil Service List for Code Enforcement Officer-Building Inspections was presented for
certification. The Human Resources Committee on 8/25/08 approved beginning the Civil
Service process. The Civil Service Commission on 9/2/08 approved the job description and
testing criteria. This is an additional position. The position was advertised in the Courier, listed
with Workforce Development and the Cable Access channel, posted on the City website, a notice
sent to the agencies and organizations on the Affirmative Action List and posted in all City
departments. We received 36 resumes and 3 candidates were immediately disqualified due to
motor vehicle record. Thirteen candidates were invited to interview on 12/16-17/08. Panel
members were Bob Ball from Building Inspections, Virgil Carson, former Code Enforcement
Officer from the Police Department and Cheryl Huddleston from Human Resources. Two
candidates cancelled their interview and 4 did not score high enough to pass the interview. The
Civil Service List has 2 white males 1 black male and 4 white females. Moved by Blitsch,

We, the members of the Civil Service Commission, certify the following list of applicants, who are
eligible based upon the examination process as set forth by the Civil Service Commission for the
appointment to the position of Code Enforcement Officer for the City of Waterloo, Iowa Building
Inspections Department. Appointment(s) shall be made from this list for the next year (January 8,

Associate Engineer - approved by Human Resources Committee on 10/6/08 and by Civil
Service on 10/29/08. There is a vacancy due to a disability. Advertised in the Courier, listed
with Workforce Development, posted on the Cable Access channel, a notice sent to the agencies
and organizations on the Affirmative Action List, posted on the City website and American
Public Works Association website, listed with the University of Minnesota, University of
Wisconsin, University of Illinois, University of Missouri, University of Nebraska as well as
University of Iowa and Iowa State University. and posted in all City departments. We received
only 5 resumes with 3 candidates a possibility. Interviews will be scheduled soon.
Sewer Maintenance Worker - approved by Human Resources Committee on 10/13/08 and by
Civil Service on 10/29/08. There is a vacancy due to a retirement. Advertised in the Courier,
listed with Workforce Development, posted on the Cable Access channel, a notice sent to the
agencies and organizations on the Affirmative Action List, posted on the City website and in all
City departments. We received 18 resumes but have not yet reviewed them.
Rehabilitation Specialist-approved by Civil Service Commission on 10//29/08 and by Human
Resources Committee 11/17/08. There is a vacancy due to a resignation. Advertised in the
Courier, listed with Workforce Development, posted on the Cable Access channel, a notice sent
to the agencies and organizations on the Affirmative Action List, posted on the City website and
the NAHRO website and in all City departments. Received 14 resumes and a preliminary review
shows a possible 4 qualified candidates. The interviews will be scheduled soon.
Signal Technician II - approved by Human Resources Committee on 10//29/08 and by Civil
Service Commission 10/29/08. There is a vacancy due to an anticipated promotion. Advertised
in the Courier, listed with Workforce Development, posted on the Cable Access channel, a notice
sent to the agencies and organizations on the Affirmative Action List, posted on the City website
and the IMSA website and in all City departments. Received 11 resumes and 4 candidates
invited to interview on 1/7/09. Panel members were Kent Quin from Waste Management, Randy
Heiberger, retired Traffic Signal Foreman, and Cheryl Huddleston from Human Resources. Two
candidates cancelled their interview because of the residency requirement. The other 2
candidates passed the interview but 1 has made it clear he will not move within the 10-mile
residency radius and the other is from California and has some problems with canceling his lease.
Consequently, we elected not to certify the list and will be reviewing our options.
NEW RIJSINESS
The job description and testing criteria for Park Maintenance II/Forestry-Leisure Services was
presented for approval. TIie Human Resources Committee on 12/T'J8 approved beginning the
Civil Service process. This is an additional budgeted vacancy. There are no major changes in
the job description and testing criteria although, because of the size of our new brush chippers
that are towed behind the forestry trucks, candidates must obtain a Class A CDL. Moved by
Blitsch seconded by Culp to approve the job description and testing criteria for Park Maintenance
II/Forestry-Leisure Services. Motion carried.
OTHER BUSINESS
The Police Chief has requested that the Reserve List for Police Recruit be certified. The main
list is nearly exhausted and the Commission must certify the Reserve List before 1/22/09. The
Reserve List won't be used until the main list is exhausted. Moved by Blitsch, seconded by Culp
to certify the Reserve List for Police Recruit.
The reserve list shall be held in reserve and must be certified within the first year in order to be
utilized.

The Human Resources Manager is requesting to remove the name of Todd Sudbeck from the
Waste Water Operator Civil Service List. Mr. Sudbeck was granted a telephone interview and,
although he has been contacted by mail, email and telephone, has not provided necessary
verifications, authorization for records and or returned the application form. Moved by Luce,
seconded by Blitsch to remove the name of Todd Sudbeck from the Civil Service List for Waste
Water Operator. Motion carried.
With no further business before the Commission, moved by Blitsch, seconded by Culp to
adjourn. Motion carried.
