Cheryl Huddleston, Human Resources Manager, requested to add an item to the Agenda Updates
— Code Enforcement Officer. Moved by Luce, seconded by Culp to approve the October 29,
2008 Agenda as amended. Motion carried.
Moved by Luce, seconded by Culp to approve the September 2, 2008 Minutes as mailed. Motion
carried.

The Civil Service List for Maintenance Electrician-Traffic Operations was presented for
certification. The Human Resources Committee on 9/2/08 approved beginning the Civil Service
process. The Civil Service Commission on 9/2/08 approved the job description and testing
criteria. There is a vacancy due to a transfer. The position was advertised in the Courier, listed
with Workforce Development and the Cable Access channel, posted on the City website, a notice
sent to the agencies and organizations on the Affirmative Action List and posted in all City
departments. We received 8 resumes and 5 candidates were invited to interview on 10//15/08.
Panel members were Kent Quin from Waste Management, Chuck Carpenter from Building
Inspections and Cheryl Huddleston from Human Resources. All candidates passed the interview
and the Civil Service List has 5 white males. Moved by Culp, seconded by Luce:
We, the members of the Civil Service Commission, certify the following list of applicants,who are
eligible based upon the examination process as set forth by the Civil Service Commission for the
appointment to the position of Maintenance Electrician for the City of Waterloo, Iowa Traffic
Operations Department. Appointment(s) shall be made from this list for the next year(October 29,
2008—October 28, 2009).

The Civil Service List for Downtown Area Maintenance II-Leisure Services was presented for

process. The Civil Service Commission on 9/2/08 approved the job description and testing
criteria. This is a new position to assist with riverfront maintenance and downtown parks. The
position was advertised in the Courier, listed with Workforce Development and the Cable Access
channel, posted on the City website, a notice sent to the agencies and organizations on the
Affirmative Action List and posted in all City departments. We received 24 resumes and 8
candidates were invited to interview on 10//28/08. Panel members were Bill Bachman, Todd
Derifield and JB Bolger from Leisure Services and Shelly Kruger from Human Resources. Five
candidates cancelled their interview and the remaining 3 passed. The Civil Service List has 2
white males and 1 white female. Moved by Luce, seconded by Culp:
We, the members of the Civil Service Commission, certify the following list of applicants, who are
eligible based upon the examination process as set forth by the Civil Service Commission for the
appointment to the position of Downtown Area Maintenance II for the City of Waterloo, Iowa

The Civil Service List for Airport Maintenance Worker was presented for certification. The
Human Resources Committee on 9/2/08 approved beginning the Civil Service process. The
Civil Service Commission on 9/2/08 approved the job description and testing criteria. There is a
vacancy due to a transfer. The position was advertised in the Courier, listed with Workforce
Development and the Cable Access channel, posted on the City website, a notice sent to the
agencies and organizations on the Affirmative Action List and posted in all City departments.
We received 30 resumes and 16 candidates were invited to interview on 10//21/08 and 10/23/08.
Panel members were Mark Rice from Central Garage, Richard Olson from Waste Management
Services and Cheryl Huddleston from Human Resources. Two candidates cancelled their
interview, 2 did not show and 1 did not pass the interview. The Civil Service List has 9 white
males. Moved by Luce, seconded by Culp:
We, the members of the Civil Service Commission, certify the following list of applicants, who are
eligible based upon the examination process as set forth by the Civil Service Commission for the
appointment to the position of Airport Maintenance Worker for the City of Waterloo, Iowa

The Civil Service List for Waste Water Operator-Waste Management Services was presented for
certification. The Human Resources Committee on 4/14/08 approved beginning the Civil
Service process. The Civil Service Commission on 5/1/08 approved the job description and
testing criteria. There is a vacancy due to a transfer. After recruitment and testing, a Civil
Service List was certified on 7/2/08 with 2 names. One candidate did not pass the background
check and the other candidate did not respond to calls for a second interview. The decision was
made to change the minimum qualifications to open up the position to more candidates. The
Commission also added a written test and the position was readvertised in the Courier, listed
with Workforce Development and the Cable Access channel, posted on the City website, a notice
sent to the agencies and organizations on the Affirmative Action List and posted in all City
departments. We received 29 resumes and 16 candidates were invited to take the written test.
Ten candidates took the test and 5 passed and were invited to interview on 10/22/08. Panel
members were Keith Kearns and Brian Bowman from Waste Management Services and Bob
Stringer from Human Resources. One candidate did not show for the interview. The Civil
Service List has 4 white males. Moved by Luce, seconded by Culp:
We, the members of the Civil Service Commission, certify the following list of applicants, who are
eligible based upon the examination process as set forth by the Civil Service Commission for the
appointment to the position of Waste Water Operator for the City of Waterloo, Iowa Waste
Management Services Department. Appointment(s) shall be made from this list for the next year

Police Sergeant— approved by Human Resources Committee and Civil Service Commission on
9/2/08. The job notice was posted in the Waterloo Police Department and 19 officers submitted
a resume. The written test is scheduled for 12/3/08.
Code Enforcement Offer/Building Inspections — approved by Human Resources Committee
on 8/25/08 and by Civil Service Commission on 9/2/08. This is an additional position.
Advertised in the Courier, listed with Workforce Development, the Cable Access channel, a
notice sent to the agencies and organization on the Affirmative Action List, posted on the City
website and in all City departments. Received 36 resumes and a preliminary review shows 10-12
qualified candidates. Waiting for the Building Official to review the resumes before scheduling
interviews.
NEW BUSINESS
The job description and testing criteria for Associate Engineer-Engineering Department was
presented for approval_The_ uman esources Committee on t 0/6I R_annrnved heuinning the
Civil Service process. There is a vacancy due to a disability. There are only a few minor
changes in the job description and testing criteria. Moved by Luce, seconded by Culp to approve
the job description and testing criteria for Associate Engineer. Motion carried.
The job description and testing criteria for Rehabilitation Specialist-Community Planning &
Development was presented for approval. The Human Resources Committee has not yet
approved the position. There is a vacancy due to a resignation. The relocation duties have been
removed from the job description and some lead-based paint responsibilities have been added.
Moved by Luce, seconded by Culp to approve the job description and testing criteria for
Rehabilitation Specialist. Motion carried.
The job description and testing criteria for Sewer Maintenance Worker-Waste Management
Services was presented for approval. The Human Resources Committee on 10/13/08 approved
beginning the Civil Service process. There is a vacancy due to a retirement. There are no
changes in the job description and testing criteria. Moved by Culp, seconded by Luce to approve
the job description and testing criteria for Sewer Maintenance Worker. Motion carried.
The job description and testing criteria for Traffic Signal Foreman-Traffic Operations was
presented for approval. The Human Resources Committee on 10/27/08 approved beginning the
Civil Service process. There is a vacancy due to a death. There are no changes in the job
description and testing criteria. Moved by Luce, seconded by Culp to approve the job description
and testing criteria for Traffic Signal Foreman. Motion carried.
The job description and testing criteria for Signal Technician II-Traffic Operations was presented
for approval. The Human Resources Committee on 10/27/08 approved beginning the Civil
Service process. There will be a vacancy due to an anticipated promotion. There are no changes
in the job description and testing criteria. Moved by Luce, seconded by Culp to approve the job
description and testing criteria for Signal Technician II. Motion carried.
OTHER BUISINESS
Although not Civil Service, Culp wondered about the recruitment process for Human Rights
Administrative Secretary and urged the City to continue to require the 50 words per minute
typing verification.
Both Culp and Luce said that they prefer the 7:30 a.m. meeting time if it works for
Commissioner Blitsch.
With no further business before the Commission, moved by Culp, seconded by Luce to adjourn.
