Moved by Blitsch, seconded by Culp to approve the September 2, 2008 Agenda as mailed.
Motion carried.
Moved by Culp, seconded by Blitsch to approve the July 31, 2008 Minutes as mailed. Motion
carried.

The Civil Service List for Associate Planner was presented for certification. The Human
Resources Committee on 4/14//08 approved beginning the Civil Service process. The Civil
Service Commission on 5/1/08 approved the job description and testing criteria. There is a
vacancy due to a promotion. The position was advertised in the Courier, listed with Workforce
Development and the Cable Access channel, posted on the City website and the American
Planning Association website, a notice sent to the agencies and organizations on the Affirmative
Action List and posted in all City departments. We received 48 resumes. Since 35 candidates
met the qualifications, but many were from out-of-State, a letter was sent asking them to contact
us if they were still interested in interviewing. Eighteen candidates responded and were
interviewed on August 19-20, 25, 2008 by Aric Schroeder and Chris Western from Community
Planning & Development and Cheryl Huddleston from Human Resources. One candidate did not
show for their interview, 1 who was suppose to interview by telephone did not call, 2 candidates
cancelled their interview and 3 did not pass their interview. The Civil Service List has 7 white
males, 1 white female and 2 Asian/Pacific Islander males and the Reserve List has 1 white
female. Moved by Culp, seconded by Blitsch:
We, the members of the Civil Service Commission, certify the following list of applicants, who are
eligible based upon the examination process as set forth by the Civil Service Commission for the
appointment to the position of Associate Planner for the City of Waterloo, Iowa Community
Planning & Development Department. Appointment(s) shall be made from this list for the next
year(September 2, 2008—September 1, 2009).

NEW RIJSINESS
The job description and testing criteria for Code Enforcement Officer-Building Inspections was
presented for approval. The Human Resources Committee on 8/18/08 approved beginning the
Civil Service process. This is an additional position. There are not any changes in the job
description and testing criteria. Moved by Blitsch, seconded by Culp to approve the job
description and testing criteria for Code Enforcement Officer. Motion carried.
The job description and testing criteria for Maintenance Electrician-Traffic Operations was
presented for approval. The Human Resources Committee is expected to approve beginning the
Civil Service process this evening. There is a vacancy due to a transfer within the department.
There are not any changes in the job description and testing criteria. Moved by Luce, seconded
by Blitsch to approve the job description and testing criteria for Maintenance Electrician. Motion
carried.
The job description and testing criteria for Downtown Area Maintenance II-Leisure Services was
presented for approval. The Human Resources Committee is expected to approve beginning the
Civil Service process this evening. This is a totally new classification created to assist with
riverfront and downtown parks maintenance. Moved by Culp, seconded by Blitsch to approve
the job description and testing criteria for Downtown Area Maintenance II. Motion carried.
The job description and testing criteria for Airport Maintenance Worker-Waterloo Regional
Airport was presented for approval. The Human Resources Committee is expected to approve
beginning the Civil Service process this evening. There is a vacancy due to a transfer. There are
not any changes in the job description and testing criteria. Moved by Blitsch, seconded by Culp
to approve the job description and testing criteria for Airport Maintenance Worker. Motion
carried.
The job description and testing criteria for Police Sergeant was presented for approval. The
Human Resources Committee is expected to approve beginning the Civil Service process this
evening. The current list is expired and we are anticipating a vacancy early next year. There are
not any changes in the job description and testing criteria. Moved by Culp, seconded by Blitsch
to approve the job description and testing criteria for Police Sergeant. Motion carried.
The job description and testing criteria for Waste Water Operator-Waste Management Services
was presented for approval. The Human Resources Committee on 4/14/08 approved beginning
the Civil Service process. The Civil Service Commission approved a job description and testing
criteria on 5/1/08 and approved the Civil Service List with two names on 7/2/08. Tim Shea,
Waste Management Services Superintendent (under Other Business), is requesting that the two
names on this list be removeu, thus exhausting the list. One candidatc has not returned calls for
an interview and the other candidate did not pass the background. The minimum qualifications
on the job description presented today have been changed to open the position up to more
candidates and a written test has been added. Moved by Blitsch, seconded by Culp to approve
the revised job description and testing criteria for Waste Water Operator. Motion carried
OTHER BUSINESS
Moved by Blitsch, seconded by Culp to exhaust the current list for Waste Water Operator by
decertifying the two names on the list. Motion carried.
There has been a grievance filed by one of the candidates certified on the list for Fire Inspector.
This candidate has issues with how Fire Chief Carter conducted his final interview before
making his appointment. He is contending that the Chief could not conduct these interviews
without it being noted on the Civil Service notice that this would be part of the Chief's
evaluation for appointment. It was general consensus that (1) this is not a part of the Civil
Service process and the Civil Service Commission has no authority in this matter; (2) even if
they did have authority, the employee chose to file a collective bargaining agreement grievance
which precludes being able to bring it before the Commission.
With no further business before the Commission, moved by Blitsch, seconded by Culp to
adjourn. Motion carried.
