Motion carried. Moved by Blitsch, seconded by Culp to approve the June 9, 2008 Minutes as mailed. Motion carried. ITNFINISHED RI TSINESS The Civil Service List for Park Maintenance II Construction-Leisure Services was presented for certification. The Human Resources Committee on 4/7/08 approved beginning the Civil Service process. The Civil Service Commission on 5/1/08 approved the job description and testing criteria. There is a vacancy due to a transfer. The position was advertised in the Courier, listed with Workforce Development and the Cable Access channel, a notice sent to the agencies and organizations on the Affirmative Action List and posted in all City departments. We received 45 resumes and 18 candidates were invited to interview on 6/25-26/08 by a panel of Rick Curran and J.B. Bolger from Leisure Services and Cheryl Huddleston from Human Resources. Eight candidates cancelled their interview, 1 who came for his interview did not have a CDL so was not interviewed and 1 did not show for the interview. The Civil Service List has 8 white males. Moved by Blitsch, seconded by Culp: We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible based upon the examination process as set forth by the Civil Service Commission for the appointment to the position of Park Maintenance II-Construction for the City of Waterloo, Iowa Leisure Services Department. Appointment(s) shall be made from this list for the next year(July 2, 2008—July 1, 2009). The Civil Service List for Waste Water Operator—Waste Management Services was presented for approval. The Human Resources Committee on 4/14/08 approved beginning the Civil Service process. The Civil Service Commission on 5/1/08 approved the job description and testing criteria. There is a vacancy due to a transfer. The position was advertised in the Courier, listed with Workforce Development and the Cable Access channel, a notice sent to the agencies and organizations on the Affirmative Action List and posted in all City departments. We received 16 resumes, but 5 did not meet driver insurability criteria and only 3 others met the basic qualifications and were invited to interview on 6/24/08 by a panel of Brian Bowman and Rita Bollans from Waste Management and Cheryl Huddleston from Human Resources. One candidate cancelled his interview due to the residency requirement. The Civil Service List has 2 white males. Updates: Associate Planner-Community Planning & Development Approved by Human Resources on 4/14/08 and by Civil Service on 5/1/08. There is a vacancy due to an anticipated promotion. The position was advertised in the Courier, listed with Workforce Development, on the Cable Access channel and on the American Planning Association website, a notice sent to the agencies and organizations on the Affirmative Action List and posted in all City departments. We have received 48 resumes with about 30-35 meeting minimum qualifications, but have not had time to schedule interviews. Signal Technician II-Traffic Operations Approved by Civil Service on 5/1/08 and by Human Resources on 5/5/08. There is a vacancy due to a promotion. The position was advertised in the Courier, listed with Workforce Development, on the Cable Access channel, a notice sent to the agencies and organizations on the Affirmative Action List and posted in all City departments. We received 6 resumes and all candidates meet the minimum qualifications. Interviews have been tentatively scheduled for 7/15/08. Sign & Traffic Equipment Operator-Traffic Operations Approved by Civil Service on 5/1/08 and by Human Resources n 5/5/08. There is a vacancy due to a promotion. The position was advertised in the Courier, listed with Workforce Development, on the Cable Access channel, a notice sent to the agencies and organizations on the Affirmative Action List and posted in all City departments. We received 27 resumes and 12 candidates will be invited to interview, probably on 7/17/08. Equipment Operator II-Street Department Approved by Human Resources on 12/3/07 and by Civil Service on 3/20/08. There are 2 current vacancies due to a layoff and a retirement. The position was advertised in the Courier, listed with Workforce Development, on the Cable Access channel, a notice sent to the agencies and organizations on the Affirmative Action List and posted in all City departments. We received 15 resumes and 9 candidates were invited to take an equipment test. Of those 9 candidates, 3 cancelled, 4 did not show for the test and 1 who showed for the test had not yet obtained his CDL and could not test. The 1 remaining candidate passed the equipment test. We readvertised and received 15 resumes. Nine candidates have been invited to take an equipment test on 7/16/08. Those who pass will be interviewed the same day along with the person who previously passed the equipment test. NEW BUSINESS The job description and testing criteria for Fire Inspector was presented for approval. The Human Resources Committee on 6/23/08 approved the position. There is a vacancy due to a transfer to a different job classification. Chief Carter requested that the examination information be changed so that more than two panel members can be from Waterloo Fire Rescue. Moved by Blitsch, seconded by Culp to approve the job description and testing criteria for Fire Inspector with the amended testing criteria. Motion carried. OTHER RIJSINESS There was a brief discussion regarding using temporary workers to help with flood recovery. Workforce Development has approached Leisure Services, but there are a variety of provisions about who qualifies to work and the type of work they can perform. Paul Huting, Leisure Services Director, will continue discussions with them. With no further business before the Commission, moved by Luce, seconded by Blitsch to adjourn. Motion carried.
