Motion carried. Moved by Culp, seconded by Blitsch to approve the 5/1/08 Minutes as mailed. Motion carried. I JNFINISHEI)RI1SINESS The Civil Service list for Fire Engineer was presented for certification. The Human Resources Committee on 2/18/08 approved beginning the Civil Service process. The Civil Service Commission on 3/20/08 approved the job description and testing criteria. The current list has expired. A job notice was posted at all fire stations and we received 21 resumes. Twenty candidates took a written test on 4/30/08. Four candidates did not pass the written test. The Civil Service List has 15 white males and 1 Hispanic male. Moved by Blitsch, seconded by Culp: We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible based upon the examination process as set forth by the Civil Service Commission for the appointment to the position of Fire Engineer for the City of Waterloo, Iowa Fire Rescue Department. Appointment(s) shall be made from this list for the next two years (June 9, 2008 — June 8, 2010). The Civil Service List for Planner II-Community Planning & Development was presented for approval. The Civil Service Commission on 5/1/08 approved the job description and testing criteria. The Human Resources Committee on 5/5/08 approved beginning the Civil Service process. There is a vacancy due to a promotion. The Planner II is a new job classification. The job notice was posted in all City departments and 2 employees submitted a resume and were interviewed on 5/6/08 by Aric Schroeder-City Planner, Rudy Jones-Community Planning & Development Director and Cheryl Huddleston-Human Resources Manager. The Civil Service List has 1 white male and 1 black male. Updates: Park Maintenance II Construction-Leisure Services Approved by Human Resources Committee on 4/7/08 and by Civil Service on 5/1/08. There is a vacancy due to a transfer. The position was advertised in the Courier, listed with Workforce Development and on the Cable Access channel, a notice sent to the agencies and organizations on the Affirmative Action List and posted in all City departments. We have received 46 resumes, are reviewing them and interviews have tentatively been scheduled for June 26-27, 2008. Associate Planner-Community Planning & Development Approved by Human Resources on 4/14/08 and by Civil Service on 5/1/08. There is a vacancy due to an anticipated promotion. The position was advertised in the Courier, listed with Workforce Development, on the Cable Access channel and on the American Planning Association website, a notice sent to the agencies and organizations on the Affirmative Action List and posted in all City departments. We have received 48 resumes and will be reviewing them soon. Waste Water Operator-Waste Management Services Approved by Human Resources on 4/14/08 and by Civil Service on 5/1/08. There is a vacancy due to a transfer. Basic duties have not changed but candidates will no longer be required to have a Waste Water certificate prior to hire. If they don't have the certificate, they must have 3 years of related experience and be able to obtain the State certification within 1 year of hire. The position was advertised in the Courier, listed with Workforce Development, on the Cable Access channel, a notice sent to the agencies and organizations on the Affirmative Action List and posted in all City departments. We received 16 resumes but 5 candidates did not meet the insurability criteria for operating City vehicles and only 3 others met the basic qualifications and will be invited to interview at the end of June. Signal Technician II-Traffic Operations Approved by Civil Service on 5/1/08 and by Human Resources on 5/5/08. There is a vacancy due to a promotion. The position was advertised in the Courier, listed with Workforce Development, on the Cable Access channel, a notice sent to the agencies and organizations on the Affirmative Action List and posted in all City departments. We received 6 resumes and will be reviewing them and scheduling interviews soon. Sign & Traffic Equipment Operator-Traffic Operations Approved by Civil Service on 5/1/08 and by Human Resources n 5/5/08. There is a vacancy due to a promotion. The position was advertised in the Courier, listed with Workforce Development, on the Cable Access channel, a notice sent to the agencies and organizations on the Affirmative Action List and posted in all City departments. We received 27 resumes and will be reviewing them and scheduling interviews soon. Equipment Operator II-Street Department Approved by Human Resources on 12/3/07 and by Civil Service on 3/20/08. Civil Service approved the promotional job description and testing criteria on 1/23/08, but, since we have 4 current vacancies due to a death, a couple retirements and a layoff and only 2 current employees applied for a promotion, we needed to advertise to the general public. The position was advertised in the Courier, listed with Workforce Development, on the Cable Access channel, a notice sent to the agencies and organizations on the Affirmative Action List and posted in all City departments. We received 15 resumes and 9 candidates were invited to take an equipment test. Of those 9 candidates, 3 cancelled, 4 did not show for the test and 1 who showed for the test had not yet obtained his CDL and could not test. The 1 remaining candidate passed the equipment test. We will be readvertising. If this does not produce additional viable candidates, we aren't sure yet what we will do. NEW BUSINESS None. OTHER BUSINESS None.
