Moved by Blitsch, seconded by Culp to approve the May 1, 2008 Agenda as amended. Motion carried. Moved by Blitsch, seconded by Luce to approve the 3/20/08 Minutes as mailed. Motion carried. UNFINISHED RIJSINESS The Civil Service list for Equipment Operator I-Street Department was presented for certification. The Human Resources Committee on 11/5/07 approved beginning the Civil Service process. The Civil Service Commission on 1/23/08 approved the job description and testing criteria. There are two vacancies due to a retirement and a transfer and two additional vacancies due to anticipated promotions. The position was advertised in the Courier, listed with Workforce Development, posted on the City website, Cable Access channel and in all City departments and a notice sent to the agencies and organizations on the Affirmative Action List. We received 50 resumes and 19 candidates were invited to take an equipment test on 4/8/08. One candidate did not pass the equipment test and 2 did not show for the test. The remaining 16 candidates were invited to interview. On 4/15-16/08 Rick Curran-Leisure Services, Herb Thompson-Street Department and Shelly Kruger-Human Resources conducted the interviews. One candidate withdrew due to the residency requirement. The Civil Service List has 7 white males, 1 white female, 1 Hispanic male and 1 Asian/Pacific Islander male; the Reserve List has 3 white males and 3 white females. On 1/23/08 the Civil Service Commission approved the job description and testing criteria. There are 4 current vacancies. The position was posted as a promotional in all City departments and 2 employees submitted a resume, took an equipment test on 4/2/08 and were interviewed on 4/22/08 by Craig Hild and Scott Clement-Street Department and Cheryl Huddleston-Human Resources. The Civil Services list has 1 white male and 1 black male. The position was posted as a promotional in all City departments and 1 employee submitted a resume. Mohammad Elahi-Traffic Operations, Kent Quin-Waste Management and Cheryl Huddleston-Human Resources interviewed him on 4/17/08. The Civil Services list has 1 white male. The Human Resources Committee on 3/17/08 approved beginning the Civil Service process. On 1/23/08 the Civil Service Commission approved the job description and testing criteria. There is a vacancy due to a promotion. The position was posted as promotional at all fire stations and 4 employees submitted a resume and took a written test on 3/19/08. All passed the test and were interviewed on 4/1/08 by Battalion Chiefs Boesen, Jenn and Junk, Fire Marshal John Grier from Dubuque and Fire Marshal Mark Ludescher from Iowa City. The Civil Service list has 4 white males. The Civil Service list for Medical Officer-Fire Rescue was presented for certification. The Human Resources Committee on 3/10/08 approved beginning the Civil Service process. On 3/20/08 the Civil Service Commission approved the job description and testing criteria. There is a vacancy due to a transfer. The position was posted as promotional at all fire stations and 3 employees submitted a resume and were interviewed on 4/29/08 by Medical.-Supervisor Barb McBride, Battalion Chief Boesen, Medical Officers Jason Hernandez and Stan Minus and Cheryl Huddleston-Human Resources. The Civil Service list has 3 white males. The Civil Service list for Clerk II was presented for certification. The Human Resources Committee on 1/14/08 approved beginning the Civil Service process. The Civil Service Commission on 1/23/08 approved the job description and testing criteria. There is a current vacancy in the City Clerk's Office due to a retirement. The position was initially posted as a promotional in all City departments,but no one submitted a resume. The position was advertised in the Courier, listed with Workforce Development, posted on the City website, Cable Access channel and in all City departments and a notice sent to the agencies and organizations on the Affirmative Action List. We received 89 resumes and 43 submitted acceptable typing verification and were invited to take the written test on 3/27/08. Thirty-two candidates actually took the test but only 2 passed with at least a 70% in all sections of the test. Discussion followed on whether this was an appropriate test. Cheryl Huddleston, Shelly Kruger and Robert Stringer from Human Resources and Nancy Eckert from the Clerk's Office reviewed the test and all felt it was a relatively easy test and position appropriate. Carol Failor-Clerk's Office, Susan Holmes-Traffic Operations and Cheryl Huddleston-Human Resources interviewed the 2 candidates on 4/23/08. The Civil Service List has 1 white male and 1 white female. Updates: Equipment Operator II-Street Department Approved by Human Resources Committee on 12/3/07 and by Civil Service Commission on 3/20/08. Promotional job description and testing criteria approved by Civil Service Commission on 1/23/08. Since there are 4 current vacancies due to a death, a couple retirements and a layoff and only 2 employees applied for the promotional, opened up the position to general public. Advertised Courier, listed with Workforce Development, posted on the City website, Cable Access channel and all City departments, notice sent to agencies and organization on Affirmative Action List. Received 15 résumés and will be reviewing soon. There is an equipment test and interview. Fire Engineer-Fire Rescue Approved by Human Resources Committee on 2/18/08 and by Civil Service Commission on 3/20/08. Current list has expired. Posted as promotional at all fire stations and 20 candidates took written test on 4/30/08. List will be certified next meeting. NEW BUSINESS The job description and testing criteria for Park Maintenance II Construction-Leisure Services was presented for approval. The Human Resources Committee on 4/7/08 approved beginning the Civil Service process. There is a vacancy due to a transfer. There aren't any changes in the job description or testing criteria. Moved by Luce, seconded by Blitsch to approve the job description and testing criteria for Park Maintenance II Construction-Leisure Services. Motion carried. The job description and testing criteria for Associate Planner-Community Planning & Development was presented for approval. The Human Resources Committee on 4/14/08 approved beginning the Civil Service process. There is a vacancy due to an anticipated promotion. There aren't any changes in the job description or testing criteria. Moved by Blitsch, seconded by Culp to approve the job description and testing criteria for Associate Planner- Community Planning& Development. Motion carried. The job description and testing criteria for Planner II-Community Planning & Development was presented for approval. The Human Resources Committee has not yet approved beginning the Civil Service process. There is a vacancy because of a promotion. We are anticipating promoting 2 current associate planners to this new classification. This is a totally new job classification and job description that has divided the duties of the senior planner while retaining some of the job duties of the associate planner classification. Moved by Blitsch, seconded by Culp to approve the job description and testing criteria for Planner II-Community Planning & Development. Motion carried. The job description and testing criteria for Waste Water Operator-Waste Management Services was presented for approval. The Human Resources Committee on 4/14/08 approved beginning the Civil Service process. There is a vacancy due to a transfer. The basic job duties have not been changed, but qualifications have been modified. Candidates will no longer be required to have State Waste Water Operator I certification prior to hire. If they don't have it, they must have 3 years of related experience and be able to obtain the State certification within one year of hire. Moved by Luce, seconded by Culp to approve the job description and testing criteria for Waste Water Operator-Waste Management Services. Motion carried. The job description and testing criteria for Signal Technician II-Traffic Operations was presented for approval. The Human Resources Committee has not yet approved beginning the Civil Service process. There will be a vacancy due to the anticipated promotion of a current signal technician to the foreman position. The job description has been revised to include some new technology items and to more clearly reflect actual job duties. Moved by Blitsch, seconded by Culp to approve the job description and testing criteria for Signal Technician II-Traffic Operations. Motion carried. The job description and testing criteria for Sign & Traffic Equipment Operator-Traffic Operations was presented for approval. The Human Resources Committee has not yet approved beginning the Civil Service process. There will be a vacancy due to the anticipated promotion of a current sign & traffic equipment operator to the foreman position. The job description is completely new. Moved by Culp, seconded by Blitsch to approve the job description and testing criteria for Sign& Traffic Equipment Operator-Traffic Operations. Motion carried. OTHER BIJSINESS David Meeks wondered whether we advertised in the ByStander for recruitment. Huddleston said that the ByStander was used for many years as a resource, but about 5 years ago there were problems, so the City discontinued using the paper. Meeks said that he thinks the problems have been resolved with expansion of the staff and suggested we again consider them for police and fire recruitment. He will get us the contact information. He also wondered whether we sent job notices to Walter Reed. Huddleston said that all job notices are sent to Walter.
