Motion carried. Moved by Blitsch, seconded by Luce to approve the 1/23/08 Minutes as mailed. Motion carried. UNFINISHED ROSINESS Updates: Equipment Operator I-Street Dept Approved by Human Resources Committee on 11/5/07 and by Civil Service Commission on 1/23/08. Two vacancies due to promotions. Advertised in Courier, listed with Workforce Development, posted on City website, Cable Access and in all City departments and a notice sent to the agencies and organizations on the Affirmative Action List. Received 50 resumes and 19 candidates invited to take equipment test on 4/8/08. Those who pass equipment test will be interviewed on 4/15-16/08. Sign & Traffic Foreman-Traffic Operations Approved by Civil Service Commission on 1/23/08 and by Human Resources Committee on 3/17/08. Vacancy due to a retirement. Presently posted as a promotional position in all City departments. Traffic Signal Foreman-Traffic Operations Approved by Civil Service Commission on 1/23/08 and by Human Resources Committee on 3/17/08. Vacancy due to a retirement. Presently posted as a promotional position in all City departments. Fire Marshal-Fire Rescue Approved by Human Resources Committee on 8/6/07 and by Civil Service Commission on 1/23/08. Notice posted at all fire stations. Four candidates submitted a resume and took the written test on 3/19/08. Those who pass the written test with a score of 60% or higher will be interviewed on 4/1/08. Clerk II Present vacancy is in Clerk/Finance due to a retirement. Approved by Human Resources Committee on 1/14/08 and by Civil Service Commission on 1/23/08. Position posted as a promotional in all City departments but no one was interested. Advertised in the Courier, listed with Workforce Development, posted on the City website, Cable Access and in all City departments and a notice sent to the agencies and organizations on the Affirmative Action List. Received 89 résumés and 443"candidates submitted acceptable typing erification and have been invited to take a written examination on 3/27/08. The top 30 passing scores will be invited to interview. Equipment Operator II-Street Department Approved by Human Resources Committee on 12/3/07 and by Civil Service Commission on 1/23/08. There are 4 current vacancies. Posted as a promotional in all City departments but only 2 employees were interested in moving up. Consequently, under New Business, we are bringing an open job notice to the Civil Service Commission so the position can be advertised to the general public. Waiting to do the promotional equipment testing because one of the candidates is having knee surgery soon. NEW RIJSINESS The job description and testing criteria for Fire Engineer was presented for approval. The Human Resources Committee on 2/18/08 approved beginning the Civil Service process. The current list has expired. There is a major change in testing in that there is no longer a driving test required. Human Resources do not agree with eliminating this test since these employees are emergency equipment drivers. Fire Chief Carter explained that staff doesn't like the current driving test, that the employees will be trained on shift and there is not time to develop a new driving test. The position will be posted as a promotional at all fire stations. Moved by Blitsch, seconded by Luce to approve the job description and testing criteria for Fire Engineer. Motion carried. The job description and testing criteria for Medical Officer-Fire Rescue was presented for approval. The Human Resources Committee on 3/10/08 approved beginning the Civil Service process. There is a vacancy due to a transfer. Only minor changes have been made in the job description that will allow more employees to meet the qualifications for the position. The position will be posted as a promotional at all fire stations. Moved by Luce, seconded by Blitsch to approve the job description and testing criteria for Medical Officer. Motion carried. The job description and testing criteria for Equipment Operator II-Street Department-Open Examination was presented for approval. The Human Resources Committee on 12/3/07 approved beginning the Civil Service process. Since we have 4 current vacancies due to a death, a couple retirements and a layoff and we only have 2 employees who want to promote, we need to advertise the position to the general public. Moved by Blitsch, seconded by Luce to approve the job description and testing criteria for Equipment Operator II-Street Department. Motion carried. OTHER RIJSINESS This was to be Lou Porter's final meeting because her term is up. Bonetta Culp has been appointed effective 4/1/08. David Meeks had some questions regarding our Affirmative Action List. With no further business before the Commission, moved by Blitsch, seconded by Luce to adjourn. Motion carried.
