Cheryl Huddleston, Human Resources Manager, requested the Agenda be amended to remove
Item B (2nd B) under New Business. Moved by Luce, seconded by Blitsch to approve the
10/22/07 Agenda with the requested amendment. Motion carried.
Moved by Blitsch, seconded by Luce to approve the 9/26/07 Minutes as mailed. Motion carried.
UNFINISHED BUSINESS
The Civil Service List for Police Captain was presented for certification. The position was
approved by the Human Resources Committee on 6/4/07 and by the Civil Service Commission
on 6/22/07. There is a vacancy due to an upcoming retirement. The position was posted in the
Police Department and 5 employees submitted a resume. Police Captains Stecklein-Dubuque,
Bengston-Mason City and Kern-Cedar Rapids conducted interviews on 10/4/07. We have a list
with 4 white males and 1 white female. Moved by Luce, seconded by Blitsch:
We, the members of the Civil Service Commission, certify the following list of applicants, who are
eligible based upon the examination process as set forth by the Civil Service Commission for the
appointment to the position of Police Captain for the City of Waterloo, Iowa. Appointment(s) shall
be made from this list for the next two years (October 22, 2007—October 21, 2009).

The Civil Service List for Police Lieutenant was presented for certification. The position was
approved by the Human Resources Committee on 6/4/07 and by the Civil Service Commission
on 6/22/07. There will be a vacancy due to backfilling on the upcoming Police Captain vacancy.
The position was posted in the Police Department and 7 employees submitted a resume. Police
Captains Stecklien-Dubuque, Bengston-Mason City and Kern-Cedar Rapids conducted
interviews on 10/3/07. We have a list with 5 white males and 2 white females. Moved by
Blitsch, seconded by Luce:

Fire Recruit- approved by Human Resources on 8/20/07 and by Civil Service on 8/24/07. Present
list expired and anticipating many vacancies due to retirements over next couple years. Advertised
Courier, listed with Workforce Development, on the City website and the Cable access channel,
notices were sent to agencies and organizations on the Affirmative Action List and to regional
colleges with fire service programs, a notice was posted in all City departments and PSAs sent to
local media. Fire Rescue held a workshop at the training center on 9/12/07 and practice sessions
for the physical ability test on 9/15, 22, 29 and 10/6/07. Received 220 resumes. Written test held
on 10/2/07 with 163 candidates taking the test. The top 72 scores are scheduled to take the physical
ability test on 10/23-24/07. Those who pass the physical ability test will be interviewed on 10/25-
26, 29-31/07.
Park Maintenance II/Forestry-Leisure Services — approved by Human Resources on 9/4/07 and
by Civil Service on 9/26/07. Vacancy due to termination. Advertised Courier, Listed with
Workforce Development, on City website, Cable access channel, notices sent to agencies and
organizations on Affirmative Action List and posted in all City departments. Received 12 resumes.
Will be reviewing resumes and scheduling interviews in November.
Plant Maintenance Mechanic-Waste Management Services—approved by Human Resources on
9/17/07 and by Civil Service on 9/26/07. New position created by leaving Instrumentation Control
Technician position vacant. Advertised Courier, listed with Workforce Development, on City
website, Cable access channel, notices sent to agencies and organizations on Affirmative Action
List and posted at all City departments. Received 7 resumes to date—deadline is 10/26/07.
Airport Maintenance Foreman — approved by Human Resources on 8/6/07 and by Civil Service
on 9/26/07. New position created to satisfy one of many requirements of the FAA as part of airport
maintenance taking over ARFF duties from Fire Rescue. Position posted as promotional in all City
departments. Received 4 resumes and will be scheduling interviews soon.
Clerk I — approved by Human Resources on 8/27/07 and by Civil Service on 9/26/07. Present
vacancy in Police Department due to a resignation. Advertised in Courier, listed with Workforce
Development, on City website, Cable access channel, notices sent to agencies and organizations on
Affirmative Action List and posted in all City departments. Although we shortened the period to
submit a resume, we still revived over 130 resumes. Candidates have until 10/26/07 to submit
verification of typing. May have to conduct written test depending on number of typing
verifications we receive.
Custodian-Waterloo Center for the Arts — approved by Human Resources on 9/17/07 and by
Civil Service on 9/26/07. New Civil Service position—has been part time and/or temporary for a
couple years, but Center needs additional help because of Youth Pavilion. Listed with Workforce
Development, on City website, Cable access channel, notices sent to agencies and organizations on
Affirmative Action List and posted in all City departments. Received 8 resumes and will be
scheduling interviews in November.
NEW RITSINESS
The job description and testing criteria for Police Recruit was presented for approval. The
current list is exhausted. The Human Resources Committee on 9/24/07 approved beginning the
Civil Service process. There have not been any changes in the job description and testing
although points allotted for ILEA certification will no longer be given. Blitsch wondered if ILEA
certification is a requirement to be considered for hire — it is not required for hire. Moved by
Blitsch, seconded by Luce to approve the job description and testing criteria for Police Recruit.
Motion carried.
The job description and testing criteria for Waste Services Technician - Waste Management
Services was presented for approval. The Human Resources Committee on 10/15/07 approved
beginning the Civil Service process. There is a vacancy due to a resignation. There are only
minor changes in the job description. Moved by Blitsch, seconded by Luce to approve the job
description and testing criteria for Waste Services Technician. Motion carried.
OTHER BUSINESS
None.
With no further business before the Commission, moved by Luce, seconded by Blitsch to
adjourn. Motion carried.
