Moved by Luce, seconded by Porter to approve the 6/22/07 Minutes as mailed. Motion carried.

Updates
Fire Lieutenant - approved by Human Resources Committee on 4/9/07 and by Civil Service
Commission on 6/22/07; vacancies due to retirements and disabilities. Posted at all fire stations;
received 22 resumes and will be scheduling written test and interviews within next few days.
Fire Captain — approved by Human Resources Committee on 4/9/07 and by Civil Service
Commission on 6/22/07; vacancies due to retirements. Posted at all fire stations; received 8
resumes and will be scheduling written test and interviews within next few days.
Police Lieutenant - approved by Human Resources Committee on 6/4/07 and by Civil Service
Commission on 6/22/07; anticipating vacancies due to retirement. Job notice posted in Police
Department.
Police Captain - approved by Human Resources Committee on 6/4/07 and by Civil Service
Commission on 6/22/07;vacancy due to retirement. Job notice is posted in Police Department.
Certification of Civil Service Lists
Airport Maintenance Worker
Approved by the Human Resources Committee on 4/9/07 to begin the Civil Services process. The
Civil Service Commission on 5/4/07 approved the job description and testing criteria. This is a new
position to cover weekends and holidays. Airport Maintenance took over ARFF duties from Fire
Rescue effective July 1st and they need one more person for adequate coverage. The position was
listed with Workforce Development, posted on the City website and in all City departments and a
notice sent to the agencies and organizations on the Affirmative Action List. We received 5
resumes, but one candidate withdrew and 3 were not qualified. Larry Smith and Dick Olson from
Waste Management and Cheryl Huddleston from Human Resources interviewed the remaining
candidate on 7/10/07. There is a list with 1 white male who is a present City employee. Moved by
Luce, seconded by Porter:
We, the members of the CivIT'Service Commission, certify the following list of applicants, who are
eligible based upon the examination process as set forth by the Civil Service Commission for the
appointment to the position of Airport Maintenance Worker for the City of Waterloo, Iowa
Regional Airport. List shall exhaust upon appointment.

Chief Electrical Inspector—Building Inspections
Approved by the Human Resources Committee on 4/9/07 to begin the Civil Services process. The
job description and testing criteria were approved by the Civil Services Commission 5/4/07. There
is a vacancy due to a disability. The position was advertised in the Courier, listed with Workforce
Development, posted on the Cable Access channel, City website and all City departments, and a
notice sent to the agencies and organizations on the Affirmative Action List. We received 15
resumes. John Hyman from Waste Management, Brian Baker from Building Inspections and
Cheryl Huddleston from Human Resources interviewed ten candidates on 7/16-17/07. Two
candidates did not pass the interview. There is a list with 8 white males. Moved by Luce,
seconded by Porter:
We, the members of the Civil Service Commission, certify the following list of applicants, who are
eligible based upon the examination process as set forth by the Civil Service Commission for the
appointment to the position of Chief Electrical Inspector for the City of Waterloo, Iowa Building
Inspections Department. Appointment(s) shall be made from this list for the next year (July 20,
2007—July 19, 2008).

Visitor Services Manager—Culture & Arts
Approved by the Human Resources Committee on 4/2/07 to begin the Civil Services process. The
Civil Service Commission on 5/4/07 approved the job description and testing criteria. This is a new
position as part of the reorganization because of the addition of the Youth Pavilion. The position
was posted as promotional in all City departments. One employee submitted a resume and was
interviewed 7/19/07 by Kent Shankle from Culture & Arts, Lonnie Elmore from the Convention&
Visitor Bureau and Shelly Kruger from Human Resources. There is a list with 1 white female.

We, the members of the Civil Service Commission, certify the following list of applicants, who are
eligible based upon the examination process as set forth by the Civil aervice Commission for the
appointment to the position of Visitor Services Manager for the City of Waterloo, Iowa Culture &
Arts Department. List shall exhaust upon appointment.

Public Program Coordinator—Culture& Arts
Approved by the Human Resources Committee on 4/2/07 to begin the Civil Services process. The
job description and testing criteria were approved by the Civil Service Commission 5/4/07. This is

Winninger from Culture & Arts and Cheryl Huddleston from Human Resources interviewed 3
candidates on 6/28/07. All candidates passed the interview but one withdrew because she obtained
other employment. There is a list with 1 white male and 1 white female. Moved by Luce, seconded
by Porter:
We, the members of the Civil Service Commission, certify the following list of applicants, who are
eligible based upon the examination process as set forth by the Civil Service Commission for the
appointment to the position of Public Program Coordinator for the City of Waterloo, Iowa Culture
& Arts Department. Appointments shall be made from this list for the next year (July 20, 2007 —
July 19, 2008).

Park Maintenance II/Crew Leader-Leisure Services
Approved by the Human Resources Committee on 4/16/07 to begin the Civil Services process. The
Civil Service Commission on 5/4/07 approved the job description and testing criteria. This is a new
classification (two vacancies) to replace 3 Park Maintenance I vacancies. The position was
advertised in the Courier, listed with Workforce Development,posted on the Cable Access channel,
the City website and in all City departments, and a notice sent to the agencies and organization on
the Affirmative Action List. We received 18 resumes and 9 candidates were invited to interview on
7/12-13/07. Panel members were Rick Curren and JB Bolger from Leisure Services and Cheryl
Huddleston from Human Resources. Two candidates cancelled their interview, 1 did not pass the
pesticide applicator's test and 2 did not pass the interview. There is a list with 4 white males.

eligible based upon the examination process as set forth by the Civil Service Commission for the
appointment to the position of Park Maintenance II Crew Leader for the City of Waterloo, Iowa
Leisure Services Department. Appointment(s) shall be made from this list for the next year (July
