Moved by Blitsch, seconded by Luce to approve the 6/8/07 Agenda as mailed. Motion carried.

Change in Civil Service Testing Criteria for Fire Chief
Bob Stringer, Human Resources Director, explained to the Commission that we needed to
streamline the testing process for expediency in completing the Civil Service testing process for
Fire Chief. Consequently, we were requesting approval to eliminate the written report and oral
presentation portions of the process and go strictly with an oral examination. The cutoff
percentage for passing the examination would be 70%. Current employees would receive the
extra employee points only if they met the 70% passing score. Stringer is planning on telling the
oral examination panel to consider presentation as well as content of answers when scoring. He
is also advising them to use plus/zero/minus criteria to rate the answer to each question initially.
These criteria can then be used to more easily complete the rating form. The rating forms would
still be what are used to determine placement on the Civil Service List. Mr. Stringer also
confirmed that the Mayor can appoint from axvhere on the Civil Service List. Moved by Luce,
seconded by Blitsch to approve the changes in the testing criteria for Fire Chief by removing the
written report and oral presentation portions of the testing process and using only an oral
interview. Motion carried.
With no further business before the Commission, moved by Luce, seconded by Blitsch to
adjourn. Motion carried.
