Moved by Luce, seconded by Blitsch to approve the 5/4/07 Agenda as amended. Motion carried. Moved by Blitsch, seconded by Luce to approve the 2/28/07 Minutes as mailed. Motion carried. IINFINISHEI) RIISINESS Update on Fire Chief Civil Service Process Fire Chief was approved by the Human Resources Committee on 2/12/07 and by the Civil Service Commission on 2/28/07. The position was advertised extensively including the Des Moines Register and careerbuilder.com, govtjobs.com, International Association of Fire Chiefs website and newsletter, careersingovernme 1.com, ,fireemployment.com, firehouse.com, Fire Chief JOBZONE website, Iowa League of Cities;web$ite, notices sent to all the paid fire departments in Iowa, listed with Workforce Development and placed on the City of Waterloo website. Thirty-six résumés were received. Eight candidates were eliminated immediately, nine met all the basic qualifications and two withdrew their resume. The other seventeen were asked to complete a Determination of Equivalency form. Twelve candidates returned the forms and are being evaluated. Once that evaluation is completed, the testing will begin. This includes a written report, oral presentation and panel interview. We hope to have a new chief in place by July 1, 2007. NEW Ri1SINESS The job description and testing criteria for Airport Maintenance Worker was presented for approval. This is a new position to cover weekends and holidays since airport maintenance will be taking over the rescue and fire fighting duties from Waterloo Fire Rescue effective July 1, 2007. One more person is needed for adequate coverage. The Human Resources Committee approved beginning the Civil Service process on 4/9/07. There are only a few minor changes since present airport staff was already required to have much of the required rescue training. Moved by Blitsch, seconded by Luce to approve.the job description and testing criteria for Airport Maintenance Worker. Motion carried.: The job description and testing criteria for Chief Electrical Inspector—Building Inspections was presented for approval. There is a vacancy due to a disability. The Human Resources Committee approved beginning the Civil Service process on 4/9/07. There are a few changes to the job description having to do with required certifications. Movftrby Luce, seconded by Blitsch to approve the job description and testing criteria for Chief Electrical Inspector. Motion carried. The job description and testing criteria for Visitor Services Manager — Culture & Arts was presented for approval. This is a new position as part of the reorganization because of the addition of the Youth Pavilion. The Human Resources Committee approved beginning the Civil Service process on 4/2/07. The position Willi bb posted as promotional. Moved by Luce, seconded by Blitsch to approve the job description and testing criteria for Visitor Services Manager. Motion carried. The job description and testing criteria for Public Program Coordinator — Culture & Arts was presented for approval. This is a new position as part of the reorganization because of the addition of the Youth Pavilion. The Human Resources Committee approved beginning the Civil Service process on 4/2/07. Moved by Blitsch, seconded by Luce to approve the job description and testing criteria for Public Program Coordinator. Motion carried. The job description and testing criteria for Park Maintenance II-Crew Leader— Leisure Services was presented for approval. This is a new classification with two vacancies to replace three Park Maintenance I vacancies. The Human Resources Committee approved beginning the Civil Service process on 4/16/07. Moved by Luce, seconded by Blitsch to approve the job description and testing criteria for Park Maintenance II-Crew Leader. Motion carried. OTHER RITSINESS None.
