Moved by Blitsch, seconded by Porter to approve the 2/13/07 Minutes as mailed. Motion carried.
ITNFINISHED RI TSINESS
The Civil Service List for Cable TV Production Assistant — Clerk's Office was presented for
certification. There is a vacancy due to a resignation. Human Resources Committee approved
beginning the Civil Service process 12/18/06 and the Civil Service Commission approved the job
description and testing criteria on 12/20/06. The position was advertised in the Waterloo
Courier, listed with Workforce Development, a notice sent to agencies and organizations on the
Affirmative Action list, posted on the City website, cable access and in all City departments. Ten
resumes were received and eight candidates were invited to interview. Dan Evanson-Cable
Commission, Ed Stoffer-Cable TV Production Coordinator and Cheryl Huddleston-Human
Resources Manager interviewed the candidates on 2/21-22/07. Two candidates did not show for
their interview and two candidates did not score high enough to pass the interview. The list has
four white males. Moved by Luce, seconded by Blitsch:
We, the members of the Civil Service Commission, certify the following list of applicants, who
are eligible based upon the examination process as set forth by the Civil Service Commission for
the appointment to the position of Cable Television Production Assistant for the City of
Waterloo, Iowa. Appointments shall be made from this list for the next year(February 28, 2007
—February 27, 2008).

NEW BUSINESS
The job description and testing criteria for Fire Chief was presented for approval. The Human
Resources Committee, on 2/12/07, approved beginning the Civil Service process. There is a
vacancy due to a retirement. Under Iowa Code,the position of Fire Chief must be advertised as
an open position. No significant changes have been made in the job description, just some
rewording. There are majOrzhanges in the testing process. Human esources has developed a
resume review process for those candidates who don't meet education criteria to determine
equivalency. These candidates will be asked to complete a form based on criteria listed in the
job notice so the candidate's experience can be objectively evaluated. Those candidates who
meet criteria as indicated on the job notice will participate in a three-part testing process
including writing, oral presentation and panel interview. Combining scores from these processes
will determine placement on the Civil Service list. Since it is not required under Iowa Code,
veteran's preference points have been removed. Current employees will still receive employee
points. Moved by Luce, seconded by Blitsch to approve the job description and testing criteria
for Fire Chief. Motion carried.
With no further business before the Commission, moved by Porter, seconded by Blitsch to
adjourn. Motion carried.
