Motion carried. Moved by Blitsch, seconded by Porter to approve the 8/25/06 Minutes as mailed. Motion carried. ITNFINISHEI) RUTSINESS The Civil Service List for Leisure Services Mechanic was presented for certification. The Civil Service Commission on 8/25/06 approved the position. This is an upgrade of the position previously titled Park Maintenance II-Mechanic. The position was posted internally and one employee submitted a resume. He was interviewed on 9/20/06 by JB Bolger and Rick Curran from Leisure Services and Cheryl Huddleston from Human Resources. Moved by Porter, seconded by Blitsch: We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible, based upon the examination process as set forth by the Civil Service Commission for the appointment to the position of Leisure Services Mechanic for the City of Waterloo, Iowa Leisure Services Department. List shall exhaust upon appointment. CERTIFIED LIST Roger Allen Motion carried The Civil Service List for Laboratory Technician-Waste Management Services was presented for certification. The Civil Service Commission on 8/25/06 approved the position. This classification combines the previously titled Laboratory Technician I and Laboratory Technician II classifications. The position was posted as a promotion, giving the present Laboratory Technician I the opportunity to move into the new classification. One employee submitted a resume and was interviewed on 9/12/06 by Larry Smith, Keith Kearns and Brian Bowman from Waste Management Services and Cheryl Huddleston from Human Resources. Moved by Blitsch, seconded by Porter: We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible, based upon the examination process as set forth by the Civil Service Commission for the appointment to the positron of Laboratory Technician for the Chr of Waterloo, Iowa Waste Management Services Department. List shall exhaust upon appointment. CERTIFIED1.1ST Kathy Skillings Motion carried The open Civil Service List for Laboratory Technician-Waste Management Services was presented for certification. The position was approved by the Human Resources Committee on 8/7/06 and by the Civil Service Commission on 8/25/06. There is a long-term vacancy due to a termination. The position was advertised in the Waterloo Courier, listed with Iowa Workforce Development, notices sent to the agencies and organizations on the Affirmative Action List, posted on the City website, the cable access channel and in all City departments. Ten resumes were received and five candidates were invited to interview on 10/20/06. Interview panel members were Keith Kearns and Larry Smith from Waste Management Services and Cheryl Huddleston from Human Resources. One candidate did not show for the interview and one candidate did not score high enough to pass the interview. The Civil Service List has one white male and two white females. Moved by Porter, seconded by Blitsch: We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible, based upon the examination process as set forth by the Civil Service Commission for the appointment to the position of Laboratory Technician for the City of Waterloo, Iowa Waste Management Services Department. The position was approved by the Human Resources Committee on 5/22/06 and by the Civil Service Commission on 5/31/06. There isn't a present vacancy, but the list will be used for out-of-rank assignments. The position was posted as a promotion at all fire stations. Four employees submitted a resume and were interviewed on 9/6/06 by Barb Mcbride, Ryan Mahood, Stan Mingus and Jason Hernandez from Fire Rescue and Cheryl Huddleston from Human Resources. The Civil Service List has four white males. Moved by Porter, seconded by Blitsch: We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible, based upon the examination process as set forth by the Civil Service Commission for the appointment to the position of Medical Officer for the City of Waterloo, Iowa Fire Rescue Department. Appointments shall be made from this list for the next two years (October 23, 2006 —October 22, 2008). CERTIFIED LIST Barry Petersen Troy Luck Bart Samuelson Todd Petersen Motion carried The Civil Service List for Instrumentation Control Technician-Waste Management Services was presented for certification. The position was approved by the Human Resources Committee on 8/7/06 and by the Civil Service Commission on 8/25/06. There is a long-term vacancy due to a resignation. The position was advertised in the Waterloo Courier, listed with Iowa Workforce Development, notices sent to the agencies and organizations on the Affirmative Action List, posted on the City website, the cable access channel and in all City departments. Appointments shall be made from this list for the next year(October 23, 2006—October 22, 2007). CERTIFIED LIST Werner Wittmann Gary Sadler Motion carried The Civil Service List for Financial Analyst-Finance Department was presented for certification. The position was approved by the Human Resources Committee on 8/7/06 and by the Civil Service Commission on 8/25/06. There is a vacancy due to a resignation. The position was advertised in the Waterloo Courier, listed with Iowa Workforce Development, notices sent to the agencies and organizations on the Affirmative Action List, posted on the City website, the cable access channel and in all City departments. Thirteen resumes were received and nine candidates were invited to interview on 10/17/06. Interview panel members were Larry Burger from Speer Financial, James Bronner from Black Hawk County, Joyce Schroeder from Finance and Robert Stringer from Human Resources. Three candidates cancelled, two candidates did not show for their interview and two candidates did not score high enough to pass the interview. The Civil Service List has one white female and one black female. Moved by Blitsch, seconded by Porter: We, the members of the Civil Service Commission, certify the follo ng list of applicants, who are eligible, based upon the examination process as set forth by the Civil Service Commission for the appointment to the position of Financial Analyst for the City of Waterloo, Iowa Finance Department. Appointments shall be made from this list for the next year (October 23, 2006 — October 22, 2007). CERTIFIED LIST Nikita Rainey Emily Graham Motion carried IJpdates Battalion Chief— the position was posted twice at all fire stations and six employees submitted interviews. Interviews will be schedule soon. All present Battalion Chiefs will be retiring within the next couple years.
